How to Apply for Council Tax Reduction in Hounslow

Before You Start Your Application

Hounslow Council runs its own local Council Tax Reduction scheme — officially called Council Tax Support — for working-age residents. The maximum award is 75% of your bill, leaving a minimum 25% to pay. If you're on Universal Credit, that claim alone does not register you for local council tax help. You need to apply separately through the Hounslow portal.

The application goes through Hounslow's NEC (formerly Northgate) self-service system. You'll need your 10-digit Council Tax Account Number and the Online Key printed on your bill to log in.

What You Need to Apply

Gather these before you start:

  • Proof of identity — passport, UK photocard driving licence, or biometric residence permit for you and any partner
  • National Insurance number — from a P60, P45, or DWP letter
  • Proof of address — tenancy agreement, Land Registry title, or recent utility bill
  • Income evidence — five consecutive weekly payslips or two monthly payslips (self-employed applicants need audited accounts)
  • Bank statements — two consecutive months for every open account if your capital exceeds £2,000
  • Universal Credit statement — a full breakdown showing assessment period dates and earnings, if you're on UC

Missing documents are the most common reason claims stall. Upload them through the portal or email them to [email protected] with your claim reference.

Step-by-Step Application Process

  1. Go to the Hounslow Revenues Portal (NEC platform) and log in with your Council Tax Account Number and Online Key.
  2. Select the option to apply for Council Tax Support.
  3. Complete the four sections: household composition, capital and assets, earned income, and DWP consent for Universal Credit data sharing.
  4. Upload your supporting documents.
  5. Submit and note your reference number.

If you can't use the online system, visit Hounslow House (7 Bath Road, TW3 3EB) or any Community Hub in a Hounslow library for assisted digital support. You can also call the Customer Service Centre on 020 8583 2211.

How Long the Application Takes

Expect a decision within 14 to 21 calendar days once Hounslow has all your evidence. During peak billing season (March to April), processing can stretch to 30 days. You'll receive a CTS Decision Notice and a revised Council Tax bill showing your reduced instalments.

One critical point: while your application is being processed, your regular council tax payments are still due. If you're struggling to pay, call 020 8583 2211 and ask for a temporary collection hold to prevent enforcement action.

Timing Your Application Right

If you've just claimed Universal Credit, submit your Hounslow CTS application within one calendar month of your UC claim date. The council will then backdate your council tax support to match when your UC award started, so you don't lose out on weeks of help.

New to the borough? Apply in the same calendar week that your council tax liability begins and your award starts from that exact date rather than the following Monday.

Our Hounslow Council Tax Reduction guide walks through every detail of the application, including the evidence checklist, income-band calculations, and what to do if your claim is refused.
