How to Appeal a Council Tax Reduction Decision in Hounslow

The Two-Stage Appeal Process

If Hounslow has reduced your Council Tax Support, rejected your application, or placed you in the wrong income band, you have a statutory right to challenge the decision. The process has two mandatory stages — you can't skip straight to the tribunal.

Stage 1: Written Grievance to the Council

Your first step is a formal written notice to Hounslow Revenues. Email [email protected] and include:

  • Your full name and council tax account number
  • The property address
  • The specific decision you're contesting
  • Exactly why you believe the assessment is wrong — point to the income band you think you should be in, the evidence the council may have miscalculated, or the scheme rule you believe was applied incorrectly

Be precise. "I disagree with my award" gives the council nothing to work with. "My CTS Decision Notice dated [date] placed me in Band 3 based on earned income of £650/month, but my wage slips for [months] show average gross earnings of £510/month, which falls in Band 2" tells them exactly where to look.

Hounslow has two calendar months to review your grievance and respond. During this period, your existing council tax payments remain due — the appeal doesn't freeze your account.

Stage 2: Valuation Tribunal for England

If the council rejects your grievance or simply doesn't respond within two months, you can appeal to the Valuation Tribunal for England (VTE). This is an independent judicial body, completely separate from both the council and the Valuation Office Agency (which handles band challenges — a different process entirely).

File your appeal within two months of receiving the council's response, or within two months of when their response deadline expired. Submit online through valuationtribunal.gov.uk or by post using their official forms.

Key facts about the VTE:

  • Completely free — no filing fees, no hearing costs
  • No risk of costs — neither side can be ordered to pay the other's costs unless they act unreasonably
  • You can represent yourself — or bring a representative from Citizens Advice or a welfare rights organisation
  • Contact: 0303 445 8100 or [email protected]

What the Tribunal Can and Can't Do

The VTE can overturn a council tax reduction decision, recalculate your award, and direct Hounslow to apply the correct scheme rules. It deals with entitlement disputes — how much you should receive under the scheme.

It cannot handle complaints about staff behaviour, processing delays, or lost documents. Those go through Hounslow's Corporate Complaints procedure ([email protected]) and, if unresolved, to the Local Government Ombudsman.

Common Grounds for a Successful Appeal

The strongest appeals point to a specific factual or arithmetic error:

  • Wrong income figure — the council used an incorrect earnings amount that doesn't match your payslips or UC statement
  • Incorrect household composition — a partner or non-dependant was included or excluded wrongly
  • Misapplied scheme rule — for example, counting unearned income against you when the Hounslow scheme disregards it entirely, or failing to apply the carer protection
  • Backdating refusal without proper good-cause assessment — the council dismissed your reasons without engaging with the evidence

Our Hounslow Council Tax Reduction guide includes a decision-notice audit worksheet to help you identify exactly where the council's calculation may have gone wrong.
