Hounslow Council Tax Reduction Eligibility
The Four Gateway Tests
To qualify for Council Tax Reduction (officially called Council Tax Support) in Hounslow, you need to pass four basic tests:
- You're liable for council tax on a property in Hounslow — as an owner-occupier, tenant, or licensee
- It's your sole or main residence — second homes and empty properties don't qualify
- You're aged 18 or over
- Your income and capital fall within the scheme limits
Joint tenants or co-owners apply as one household. The council assesses the combined income and capital of you and your partner.
The £16,000 Capital Limit
This is Hounslow's hard line for working-age applicants. If your combined savings, investments, ISAs, premium bonds, shares, and any property you own (other than your home) total £16,000 or more, you're excluded completely.
Below £16,000, Hounslow ignores your capital entirely. There's no "tariff income" calculation where each chunk of savings reduces your award — that's the old means-test approach. Under the current income-banded scheme, the council cares only about your monthly earned income once you clear the capital test.
Bank accounts for every member of the household count. If you and your partner hold separate accounts, the balances are combined.
Working-Age vs Pension-Age Rules
Hounslow's five-band income system applies only to working-age residents. If you've reached State Pension age, you fall under the national prescribed scheme instead, which can provide up to 100% support with no minimum contribution. The capital rules differ too — pension-age claimants on Pension Credit Guarantee Credit have no capital limit at all.
Mixed-age couples — where one partner has reached pension age and the other hasn't — are treated as working-age if the household receives Universal Credit.

Who Gets Automatic Protection
Certain groups receive a fixed award regardless of their earnings:
- Carers: If you or your partner receives Carer's Allowance or the Carer Element of Universal Credit, you automatically get 90% support — only 10% of your bill to pay, no matter what you earn
- Care leavers: Hounslow extends a 100% council tax exemption to care-experienced young people up to their 25th birthday (expanded from age 21 in March 2026)
Disability benefits (PIP, DLA, Attendance Allowance, the LCWRA element of UC) don't trigger a fixed award, but they're classified as unearned income — fully disregarded when Hounslow calculates your band. A disabled resident with zero earnings and significant PIP income sits in Band 1 (75% support).
What Doesn't Affect Eligibility
Hounslow disregards all unearned income when placing you in a support band. That includes Universal Credit payments, Child Benefit, maintenance, PIP, DLA, and private trust distributions. Only gross monthly earned income determines your band.
This matters most for Universal Credit claimants: the amount of UC you receive has no bearing on your council tax support. A UC claimant with zero earnings gets Band 1 (75%) whether their UC award is £300 or £1,500 per month.
Our Hounslow Council Tax Reduction guide covers every eligibility rule, including the evidence you'll need and what to do if your savings are close to the £16,000 threshold.
