How Much Council Tax Reduction Will I Get in Hillingdon? Band D Cap, Minimum Award, and Worked Examples
The Two Rules That Shape Every Award
Before you can estimate your Hillingdon CTR, you need to understand two rules that the council applies to every working-age calculation.
The Band D cap. Hillingdon calculates your reduction as if your property is in Band D, regardless of the actual band. The 2026/27 Band D charge is £2,045.46 per year (£39.34 per week). If you live in a Band E, F, G, or H property, your award is still capped at the Band D level. A Band E property costs £2,500.01 per year, but your CTR is calculated on £2,045.46 — you pay the full difference on top.
Properties in Band A, B, or C benefit from having a lower charge than Band D. Your CTR percentage applies to your actual (lower) bill, so the cap doesn't hurt you — it only affects residents in higher-band homes.
The £3 minimum. If your calculated weekly CTR comes out below £3.00, Hillingdon rounds it down to zero. You get nothing. This catches residents whose income lands just inside the lowest reduction band (Band 6 at 15%) on a property with a small after-discount liability. A single person in a Band A property with a 25% single person discount pays about £19.67 per week. Band 6 gives a 15% reduction: about £2.95 per week — below the £3 threshold, so no award.
The Income Band Grid (2026/27)
Your reduction percentage depends on which band your net weekly income falls into after the £25 earnings disregard:
| Band | Reduction | Single | Couple | 1 Child | 2+ Children |
|---|---|---|---|---|---|
| Band 2 (disability) | 75% | Up to £180 | Up to £250 | Up to £330 | Up to £500 |
| Band 3 | 75% | Up to £90 | Up to £130 | Up to £150 | Up to £260 |
| Band 4 | 55% | £90.01–£120 | £130.01–£170 | £150.01–£210 | £260.01–£340 |
| Band 5 | 35% | £120.01–£150 | £170.01–£210 | £210.01–£270 | £340.01–£420 |
| Band 6 | 15% | £150.01–£180 | £210.01–£250 | £270.01–£330 | £420.01–£500 |
Income above the Band 6 ceiling means no reduction. Band 2 requires a qualifying disability gateway: PIP, DLA, the LCW or LCWRA element of UC, the Disabled Child Element of UC, the ESA Support Component, or registered blindness.
Worked Example 1: Single Person, Band C Property
A single person earning £140 per week net, living in a Band C property (£1,818.19/year), with the 25% single person discount applied.
- Discount reduces liability: £1,818.19 × 0.75 = £1,363.64/year (£26.23/week)
- Earnings disregard: £140 − £25 = £115 assessable income
- Band assignment: £115 falls in Band 4 (single: £90.01–£120.00) — wait, £115 is between £90.01 and £120.00? No: £115 is within Band 4 range. That gives 55% reduction
- Weekly CTR: £26.23 × 0.55 = £14.43
- Minimum test: £14.43 exceeds £3.00 ✓
- Remaining weekly bill: £26.23 − £14.43 = £11.80

Worked Example 2: Couple, Band E Property
A couple with no children, combined net income of £200 per week after the disregard (only one partner works), Band E property (£2,500.01/year).
- Band D cap applied: CTR calculated on £2,045.46/year (£39.34/week), not the actual Band E charge
- Band assignment: £200 for a couple falls in Band 5 (£170.01–£210.00) → 35% reduction
- Weekly CTR: £39.34 × 0.35 = £13.77
- Minimum test: £13.77 exceeds £3.00 ✓
- Weekly CTR: £13.77 — but the actual bill is £48.08/week (Band E), so remaining bill: £48.08 − £13.77 = £34.31
The gap between the Band D–capped reduction and the actual Band E charge adds £8.74 per week compared to what they'd pay in a Band D property.
Worked Example 3: Near the £3 Minimum
A single person with net income of £165 per week (after disregard), Band A property, 25% single person discount.
- Discount reduces liability: £1,363.64 × 0.75 = £1,022.73/year (£19.67/week)
- Band assignment: £165 falls in Band 6 (single: £150.01–£180.00) → 15% reduction
- Weekly CTR: £19.67 × 0.15 = £2.95
- Minimum test: £2.95 is below £3.00 ✗
- Award: £0. No reduction paid.
This is the minimum award trap. Moving from Band A to Band B (where the weekly charge after single person discount is £22.94) would give £3.44 in Band 6 — just enough to clear the threshold. But you can't choose your property's band.
Getting a Precise Estimate
These examples use straightforward cases. Real calculations involve non-dependant deductions (£12 per week per non-dependant adult), UC element deductions, and potential disability gateway qualification. The Hillingdon CTR guide includes an Income Band Calculator Worksheet that walks through every step for your specific household type, plus the full income banding grid with all four household columns.
