Reporting a Change of Circumstances for Hillingdon Council Tax Reduction

The 21-Day Reporting Rule

Once you're receiving Council Tax Reduction in Hillingdon, you have a continuous legal obligation to report any change that could affect your entitlement. The deadline is 21 days from when the change happens. Miss it and you risk an overpayment that gets added to your council tax bill.

Hillingdon requires changes to be formally reported using its Change of Circumstances form. The council accepts reports online, by email or by post; use the online form where possible, and provide supporting documents within one month if they are not available when you report the change.

What You Must Report

Income Changes

  • Starting a new job or losing one
  • Changes in weekly or monthly pay — this includes overtime, bonuses and shift changes
  • A partner starting or stopping work
  • Changes to self-employment income
  • Starting or stopping a pension

For zero-hours contract workers, this creates a recurring headache. Your income shifts week to week, and each fluctuation could theoretically push you between bands. In practice, Hillingdon assesses average earnings using the payslips you provide — but significant sustained changes (a regular extra shift, losing a contract) need reporting.

Universal Credit Changes

  • Any change in your UC payment amount
  • New or removed UC elements (Housing, Childcare, Carer, LCWRA)
  • Sanctions reducing your UC
  • Moving from legacy benefits to UC under Managed Migration

The DWP does notify Hillingdon of UC changes automatically, but this notification doesn't update your CTR claim on its own. You should report the change through the council's form as well.

Household Changes

  • Someone moving in or out — especially non-dependant adults, since each one affects the £12/week deduction
  • A partner moving in or leaving
  • A child turning 18 — children and young people under 20 may still count as dependants when the Child Benefit or UC Child Care Element condition applies
  • A non-dependant's circumstances changing (starting or stopping full-time study, beginning to receive State Pension Credit)

Capital Changes

  • Savings crossing the £6,000 threshold — this ends your entitlement entirely
  • Receiving a lump sum (inheritance, redundancy, insurance payout, compensation)

Moving House

Moving out of the property ends your CTR for that address. If you move to another property within Hillingdon, report the move so the council can assess your CTR at the new address. If you move outside Hillingdon, you'll need to apply under the new council's own CTR scheme, which will have different rules.

What Happens When You Report

After you submit the change, the council reassesses your claim:

  1. Your new income or circumstances are verified against updated evidence
  2. The council recalculates your income band
  3. If the change reduces your entitlement, the overpaid CTR (called "excess CTR") is reversed — the credit that was applied to your council tax account is removed
  4. A revised council tax demand is issued, spreading the increased balance across your remaining instalments

If the change increases your entitlement (you lost your job, income dropped), the council applies additional credit to your account and reduces your remaining instalments.

Overpayment Recovery

Excess CTR is recovered by adjusting your council tax billing account. The council doesn't send you a separate bill for the overpayment — it just increases your outstanding council tax balance. This means your monthly instalments go up, sometimes sharply if the overpayment covers several months of miscalculated CTR.

Unlike Housing Benefit, there's no distinction between overpayments caused by your failure to report versus council error. Either way, the billing account is adjusted.

Protecting Yourself

Report changes the day they happen, not at the 21-day deadline. The sooner you report, the smaller any overpayment accumulates. Keep a record of what you reported and when — a screenshot of the submitted form, a sent email — in case the council disputes whether you reported on time.
