Redbridge Council Tax Reduction Change of Circumstances

What You Must Report

Once you're receiving Council Tax Reduction in Redbridge, you're legally required to notify the Benefits Service about any change in your household circumstances that could affect your award. The most common reportable changes:

  • Earnings changes — a pay rise, reduced hours, losing your job, starting a new one
  • Universal Credit adjustments — any change in your monthly UC payment amount, new components added, deductions applied
  • Someone moving in or out — a non-dependant adult arriving or leaving your home
  • Non-dependant employment changes — an adult in your household starting work, stopping work, or getting Carer's Allowance
  • Savings crossing a threshold — capital going above £6,000 (triggering tariff income) or above £16,000 (ending eligibility completely)
  • Starting or stopping a disability benefit — gaining or losing PIP, DLA, or Attendance Allowance can shift your scheme tier entirely
  • Moving home — even within Redbridge, a new address requires a new assessment

When to Report a Change

Redbridge says you must report a change as soon as it happens and within one month at the latest. Report through the council's online portal at eforms.redbridge.gov.uk or in writing to the Benefits Service at Lynton House, Ilford.

If you do not report a change on time, Redbridge may reassess your entitlement and recover any overpayment by revising your Council Tax bill.

Changes That Can Help You

Not every change is bad news. These changes could increase your award:

  • Losing your job or having hours cut — you might move to a higher-support tier
  • Starting to receive PIP or DLA — this qualifies you for Scheme 1 (73% maximum, no non-dependant deductions)
  • A non-dependant moving out — their deduction disappears from your calculation
  • A non-dependant starting to receive Carer's Allowance — their deduction drops to £0

Report positive changes promptly too so the council can reassess your award. The decision notice will show the effective date of any increase.

Changes That Reduce Your Award

These trigger a reassessment that typically lowers your support:

  • Earnings increasing above a threshold — pushing from Scheme 4 (under £313/week) to no eligibility, or from Scheme 5 (under £234/week) to ineligible
  • A non-dependant starting work — the deduction doubles from £10.20 to £20.40/week
  • Savings reaching £16,000 — instant disqualification
  • Losing a disability benefit — dropping from Scheme 1 to a lower tier, and non-dependant deductions kicking in

The most disruptive scenario is a tier shift. Moving from Scheme 1 to Scheme 3, for example, cuts your maximum from 73% to 50% and simultaneously introduces non-dependant deductions that didn't apply before. Your bill can effectively double in a single reassessment.

UC Fluctuations Are Changes Too

Changes to Universal Credit can affect your Council Tax Reduction. To maintain CTR entitlement, claimants must provide the council with the complete monthly UC Award Statement breakdown. Report changes to the Benefits Service promptly and upload the statements the council requests.

For a complete checklist of reportable changes and exactly how each one affects your scheme tier, our Redbridge Council Tax Reduction guide includes a change-of-circumstances log template to track what you've reported and when.
