Backdating Council Tax Reduction in Hillingdon: The One-Month Rule
The Strict One-Month Limit
Hillingdon's working-age Council Tax Reduction scheme caps backdating at one calendar month before the date the council receives your written backdating request. If you should have claimed six months ago but didn't, you can only recover one month — and only if you can prove continuous "good cause" for the entire backdated period.
Pensioners get longer backdating windows under the national scheme. Working-age claimants don't. This one-month restriction is written into Hillingdon's local scheme rules and there's no discretion to extend it.
What "Good Cause" Means
Backdating isn't automatic. You must submit a formal written request — separate from your main application — explaining why you couldn't apply sooner. The council will only grant backdating if you demonstrate that exceptional circumstances prevented a reasonable person from applying throughout the entire period you're asking to cover.
Circumstances the council typically accepts as good cause:
- Serious illness or hospitalisation that made it physically impossible to apply
- Being given incorrect information by an official source (the council, DWP, or a government agency)
- A sudden crisis — bereavement, domestic violence, emergency accommodation — that consumed all capacity
- Severe mental health episodes with supporting medical evidence
Circumstances that don't usually qualify:
- Not knowing the scheme existed (ignorance of the law is rarely accepted as good cause)
- Being too busy with work or family
- Waiting for a UC claim to be processed before applying for CTR
- Assuming UC automatically covered council tax
How to Make the Request
Include your backdating request when you submit your CTR application, or send it separately to [email protected]. The request must be in writing — a phone call won't count.
Your request should include:
- The specific date you want the claim backdated to (within one month of your request)
- A clear explanation of what prevented you from applying earlier
- Evidence supporting your reason — a hospital discharge letter, a GP note, a dated letter showing official misinformation
- Confirmation that the good cause was continuous — it covered the entire backdated period, not just part of it

The UC Timing Trap
The most common backdating problem in Hillingdon hits Universal Credit claimants. You apply for UC, the DWP sends a data notification to Hillingdon, and you assume your council tax is sorted. Weeks or months later, you discover no CTR was ever claimed because the DWP notification doesn't count as an application.
If you apply for CTR within one month of the date your UC claim was received by the DWP, Hillingdon treats the CTR application date as the first day of your UC entitlement. If you miss that window, you can still request backdating, but the general limit is one calendar month before the claim or written backdating request, and you must show continuous good cause.
This is why anyone claiming UC in Hillingdon should submit a CTR application through the council portal on the same day they claim UC. Don't wait for UC to be processed first.
What Backdating Actually Recovers
If backdating is granted, the extra month of CTR is applied as a credit to your council tax billing account. Your next instalment demands are recalculated to reflect the lower outstanding balance. You don't receive cash back.
For a Band D property at 75% reduction, one month of backdated CTR is worth roughly £128. For lower bands or higher-band properties, it varies — but the point is that one month is the maximum, and losing it because you didn't apply in time is money that can't be recovered.
