Free Rates Rebate Help NZ: CAB, Age Concern, MoneyTalks and Other Services
You Do Not Have to Figure This Out Alone
Applying for the rates rebate is not especially complex, but it can feel overwhelming when you are on a tight budget, the paperwork is unfamiliar, and you are not sure whether you even qualify. Several free services exist specifically to help New Zealanders with exactly this process — and they cost nothing.
Citizens Advice Bureau (CAB)
The Citizens Advice Bureau has branches across New Zealand offering free, confidential, in-person help. A CAB volunteer can sit with you, walk through the application form, help you identify which income documents you need, and explain how the rebate calculation works.
CAB is particularly useful if you:
- Are not confident with forms and paperwork
- Want someone to check your figures before you submit
- Need help understanding your council's local remission policies alongside the national rebate
- Speak a language other than English and need an interpreter (some branches offer multilingual support)
Find your nearest branch through the CAB website.
Age Concern New Zealand
Age Concern provides support specifically for older New Zealanders. Their local offices offer practical help with entitlements, including rates rebates, and can tell you what local assistance is available.
Age Concern is a good first point of contact if you are a pensioner who has never applied before and wants help understanding whether you may qualify before going through the council process.

Seniorline
Seniorline is a support service for older people and their families. It can help you understand the basics — whether you are likely to qualify, what documents to gather, and where to submit your application.
It is a starting point rather than a full application service, but for someone who just needs to know whether the rebate exists and whether they should bother applying, it removes the first barrier.
MoneyTalks
MoneyTalks (0800 345 123) is a free financial helpline funded by the Ministry of Social Development. It provides confidential budgeting advice, debt mentoring and hardship referrals.
MoneyTalks is the right call if your situation goes beyond just applying for a rates rebate — if you are behind on rates payments, facing penalty charges, or struggling with multiple debts. They can help you work through the whole financial picture, not just the rebate application. If you are in genuine rates arrears and receiving collection notices, contact MoneyTalks before doing anything else.
Your Local Council
This one is often overlooked. Your city or district council's rating team is there to help you apply. Many councils have dedicated staff who can:
- Walk you through the form in person at the customer service centre
- Explain how to complete the form and follow the statutory declaration instructions
- Check that you have included all eligible charges — regional rates, water, wastewater
- Advise on local remission policies if the national rebate is not enough
Some councils, like Christchurch City, automatically send a pre-printed renewal form with the first rates notice to previous recipients. Others offer phone assistance for ratepayers who cannot visit in person.
What Free Services Cannot Do
Free services help with the process — forms, documents, eligibility checks, budgeting. What they generally do not provide is a consolidated, self-paced reference that covers every scenario in one place: the income calculation for different household types, the retirement village LTO pathway, the rates postponement cost analysis, and fillable worksheets you can work through at home.
If you want that kind of structured guide alongside the free support, the Rates Rebates in New Zealand guide covers the full scheme with document organisers and worked examples for every homeowner situation.
But if your primary need is help completing the form and gathering documents, the free services listed above are genuinely excellent — and they are available right now at no cost.
