Dorset vs BCP Council Tax Reduction: Which Scheme Applies to You

Two Councils, Two Schemes

When the historic Dorset county was reorganised on 1 April 2019, it split into two separate unitary authorities: Dorset Council and Bournemouth, Christchurch and Poole (BCP) Council. Each authority runs its own Council Tax Reduction scheme with different rules, different income thresholds, and different application portals.

Search results frequently mix information from both councils, which is a problem if you apply to the wrong one or rely on the wrong income limits. Your scheme depends entirely on which authority your address falls under — not the county name, not your postcode's traditional town, and not what it says on your driving licence.

Which Council Covers Your Address

Dorset Council covers: Dorchester, Weymouth, Portland, Sherborne, Blandford Forum, Bridport, Lyme Regis, Wareham, Swanage, Shaftesbury, Sturminster Newton, Wimborne Minster, Purbeck, and the surrounding rural areas.

BCP Council covers: Bournemouth, Christchurch, and Poole — the coastal urban conurbation.

If you are not sure which authority you fall under, check your council tax bill. It will say either "Dorset Council" or "BCP Council" at the top. You can also search your address on the GOV.UK postcode lookup at gov.uk/council-tax-reduction.

Key Scheme Differences

Feature Dorset Council BCP Council
Scheme type Income-banded grid (introduced 1 April 2024) Legacy means-tested scheme
Maximum working-age discount 100% (Band 1) Variable percentage based on applicable amount
Capital limit (working age) £6,000 £16,000
Income assessment Net weekly income mapped to fixed bands (100%, 80%, 60%, 40%, 20%, 0%) Traditional means test: applicable amounts, excess income, taper rate
Property band cap Capped at Band E Standard assessment
Application portal dorsetcouncil.gov.uk bcpcouncil.gov.uk

The biggest practical differences: Dorset's £6,000 capital ceiling is far stricter than BCP's £16,000 threshold. But Dorset's banded system is simpler — small fluctuations in earnings do not trigger constant bill recalculations, which is a significant advantage for people on zero-hours contracts or variable income.

Why It Matters

Applying to the wrong council will not work — the application will be rejected or simply not processed. BCP residents cannot use Dorset's benefits portal, and vice versa.

More importantly, the income thresholds are completely different. Relying on Dorset's income band tables when you are actually under BCP (or the reverse) will give you a wrong estimate of your entitlement and could lead to a botched application.

If You Live in Dorset

Dorset Council's 2026/27 income-banded scheme offers up to 100% discount on your council tax bill, with a £20 weekly earned income disregard, full exclusion of disability benefits, and a £50 disability disregard for households with a disabled member. The Dorset Council Tax Reduction guide covers the full system — income band tables, application steps, evidence checklist, backdating, and the hardship fund.

If you live in BCP, you will need to apply through bcpcouncil.gov.uk. The rules, thresholds, and forms are different from everything described on this site, which covers the Dorset Council scheme only.
