How to Challenge Your Council Tax Band in Nottingham

Band Challenges Go to the VOA, Not the Council

If you believe your Nottingham property is in the wrong council tax band, your challenge goes to the Valuation Office Agency (VOA) — not to Nottingham City Council. The VOA is the national body that sets and maintains all council tax valuations in England and Wales. The process is free, and you do not need to pay a commercial firm to do it for you.

Nottingham City Council explicitly warns residents against using fee-charging band challenge companies. These firms typically take 25–30% of any refund they secure, yet the underlying process — checking the VOA's records and submitting a proposal — costs nothing and can be done yourself.

When You Can Challenge

You can ask the VOA to review your band at any time by checking comparable properties in your street on the VOA's online council tax banding list. If neighbours in similar properties are in a lower band, that is grounds for a review.

A formal challenge (called a "proposal") can be made when:

  • You have been paying Council Tax on the property for less than six months
  • There has been a physical change to the property or local area that affects its value (for example, a major road change)

If you do not have a legal right to make a formal proposal but believe the band or the VOA's property details are wrong, you can still ask the VOA for a band review.

The six-month window from becoming the taxpayer is a strict statutory deadline. If you miss it, you can still request an informal review, but you lose the right to a formal proposal until a qualifying change occurs.

How the Process Works

Step 1: Check comparable properties. Use the VOA's council tax list (voa.gov.uk) to find your property and compare it with neighbours. Note which band similar properties in your street or area are in.

Step 2: Request an informal review. Contact the VOA through their online service. Provide your address, your current band, and the addresses of comparable properties you believe demonstrate your band is too high. The VOA investigates without any formal hearing.

Step 3: If the informal review fails, you can make a formal proposal. The VOA issues a decision, and if you disagree with it, you can appeal to the Valuation Tribunal for England (VTE). The VTE hearing is free and independent.

Be aware that a review can result in your band going up as well as down. If the VOA finds your property has been under-banded, they will increase it — and the change can be backdated. Check the evidence carefully before challenging.

Why the Band Matters for Council Tax Reduction

Nottingham's working-age Council Tax Reduction scheme caps support at 80% of a Band B liability. If your property drops from Band C to Band B through a successful challenge, your council tax liability falls. The working-age support cap remains 80% of Band B liability in either band.

For a resident paying the full difference between Band C and Band B in addition to their 20% minimum contribution, a successful band reduction could save several hundred pounds per year on the portion of the bill that CTR does not cover.

What a Band Challenge Does Not Do

A band challenge addresses your property's valuation — it has nothing to do with your income, savings, or eligibility for Council Tax Reduction. These are separate processes handled by different bodies. If you need help claiming CTR based on low income, the Nottingham Council Tax Reduction guide covers the application process, means test, and evidence requirements.

Similarly, if you disagree with a Council Tax Reduction decision (how much support the council awarded you), that goes through the council's internal review and VTE appeal process — not through the VOA.
