How to Challenge Your Council Tax Band in East Riding of Yorkshire
If your property in East Riding of Yorkshire is in a higher council tax band than comparable homes on your street, you can challenge the banding through the Valuation Office Agency (VOA). The process is free, and a successful challenge can reduce your annual bill; a backdated refund may be due if the band is changed.
When a Challenge Makes Sense
Council tax bands are based on what your property would have sold for on 1 April 1991. A challenge is worth pursuing if:
- Neighbours in similar properties (same size, type, age, and condition in 1991) are in a lower band
- Your property has been reduced in size — for example, a bedroom converted into a bathroom, or an extension demolished
- There has been a change in the local environment that would have reduced your property's 1991 value — such as a new road, an increase in traffic, or loss of amenity
- You have recently moved in and believe the existing band is wrong (you have six months from the date you became the council tax payer to make a proposal)
A challenge does not make sense simply because your home's current market value has fallen. Bands are fixed to 1991 values, not today's market. A property worth £400,000 in 2026 can still correctly sit in Band B if it would have sold for £45,000 in 1991.
How to Challenge
Step 1: Research comparable properties. Search the VOA's council tax list at gov.uk/council-tax-bands. Enter your East Riding postcode and check the bands of properties comparable to yours. Focus on properties of the same build type, size, and age within your immediate area. If several similar homes are in a lower band, you have a reasonable case.
Step 2: Make a proposal to the VOA. Submit your challenge online through the GOV.UK service at gov.uk/challenge-council-tax-band. You will need to explain why you believe the band is wrong and provide your comparable evidence. There is no fee.
Step 3: The VOA reviews your case. A valuation officer assesses the evidence, may inspect your property, and compares it with their records of neighbouring properties. Response times depend on the case.
Step 4: The VOA issues a decision. If the VOA changes your band, it notifies East Riding Council, which recalculates your bill. Check with the council whether the revised account shows a credit or refund. If the VOA disagrees, your band stays the same — and you can appeal to the Valuation Tribunal for England (VTE) if you want to take it further.
The Risk: Your Band Can Go Up
This is the part that catches people off guard. When you challenge your band, the VOA reviews it independently. They are not limited to either keeping the current band or reducing it — they can increase it if the evidence supports a higher valuation.
If the comparable evidence is mixed, weigh the risk before submitting.
The same risk applies to your neighbours. If the VOA finds that comparable properties on your street are in the wrong band while reviewing your challenge, they can rebrand those properties too — upwards or downwards.

Keep Paying While the Challenge Is Open
A challenge does not suspend your council tax liability. You must continue paying your bill at the current band rate throughout the process. If the challenge succeeds, East Riding Council recalculates your account; check with the council whether a credit or refund is due.
How a Band Change Affects Council Tax Reduction
If you receive Council Tax Reduction in East Riding and your band is reduced, the reduction is recalculated on the lower base charge. Your income band tier stays the same — it depends on your net weekly income, not your property band — but the amount you pay drops because the percentage is applied to a smaller figure.
For example, a move from Band C to Band B at 70% Council Tax Reduction changes the starting amount that the 70% is calculated against, reducing your annual bill by the difference between the two bands (after discount).
If you think your band might be wrong and you are also on a low income, it is worth pursuing both a band challenge through the VOA and Council Tax Reduction through East Riding Council. They run independently, and the savings stack.
