Bromley Pensioner Council Tax Support: How Pension-Age Residents Get Up to 100%
National Rules Protect Pensioners
If you've reached State Pension age in Bromley, your Council Tax Support is calculated under national prescribed regulations — not the borough's local working-age scheme. The practical difference is enormous: pensioners can receive up to 100% relief on their council tax, compared to the 50% maximum for working-age residents.
Bromley has no discretion to restrict pension-age support. The rules are set nationally and apply identically across every billing authority in England.
Who Counts as Pension-Age?
You're assessed under pension-age rules if:
- You've reached the qualifying age for State Pension Credit, AND
- Neither you nor your partner receives Universal Credit, Income Support, income-based JSA, or income-related ESA
The second condition catches people out. If you've reached pension age but you're still receiving Universal Credit (perhaps because you claimed it while working), you'll be assessed under Bromley's working-age rules — including the 50% cap.
Mixed-age couples — where one partner has reached pension age and the other hasn't — are generally assessed under working-age rules. This is a national policy change that means the younger partner's age pulls the household into the less generous scheme. An exception exists for couples who were already receiving Pension Credit before the rules changed and have maintained continuous entitlement.
What Pensioners Get
The pension-age assessment uses a national means test that's broadly more generous than Bromley's local working-age version:
- Maximum award: Up to 100% of council tax liability — no minimum payment requirement
- No Band D cap: The award is calculated against your actual council tax band, not capped at Band D
- More generous applicable amounts: The national pension-age framework sets higher income thresholds before the award starts to taper
- Backdating: Up to three months without needing to demonstrate good cause (compared to one month for working-age with good cause required)
If you're on Pension Credit (Guarantee Credit), you'll typically receive 100% CTS, eliminating your council tax bill entirely.

How to Apply
Pension-age CTS applications go through the same Bromley portal and Liberata processing system as working-age claims. The evidence requirements are similar — identity, National Insurance, income proof, savings documentation — but the assessment methodology is different.
You'll need your State Pension letters, any Pension Credit award notices, and evidence of all other income (occupational pensions, private pensions, savings income). Bank statements covering two months for every account are still required.
Apply through the Bromley website, email [email protected], or call 0300 303 8670. If you've just reached pension age and were previously receiving working-age CTS, your assessment should be automatically reassessed — but it's worth contacting Liberata to confirm the transition has happened.
Capital Rules for Pensioners
Pension-age capital rules mirror the national framework: savings under £10,000 are ignored (higher than the working-age £6,000 threshold), with tariff income applied between £10,000 and £16,000. Capital over £16,000 is still a disqualification threshold, unless you receive Pension Credit Guarantee Credit — in which case capital is not counted.
Discounts That Stack With Pension-Age CTS
Pensioners can combine CTS with the same non-means-tested discounts as working-age residents: Single Person Discount, Disabled Band Reduction, Severe Mental Impairment exemption, and the second adult rebate (which is still available for pension-age households even though Bromley revoked it for working-age).
With up to 100% CTS available, many pension-age residents on low incomes pay nothing at all once discounts and CTS are combined.
