Bromley Council Tax 50% Minimum Payment: What Working-Age Residents Actually Pay

The 50% Rule

Every working-age resident in Bromley who qualifies for Council Tax Support still pays at least 50% of their net council tax bill. This isn't a Bromley quirk — many London boroughs impose a minimum contribution — but 50% is among the highest in the capital.

The cap applies regardless of your income level. A single parent on Universal Credit with zero earned income pays the same minimum percentage as someone earning just under the threshold. Your minimum payment depends on your property band and any discounts that reduce the bill before CTS is calculated; your means-test result or a non-dependant deduction can leave you paying more than that minimum.

Pension-age residents aren't affected. National rules protect them with support up to 100%.

What You'll Pay in Every Band

For 2026/27, here's the annual minimum out-of-pocket cost for each band, assuming maximum CTS entitlement:

Band Annual Bill Max CTS Award Your Minimum Annual Payment
A £1,426.69 £713.35 £713.34
B £1,664.48 £832.24 £832.24
C £1,902.26 £951.13 £951.13
D £2,140.04 £1,070.02 £1,070.02
E £2,615.60 £1,070.02 £1,545.58
F £3,091.17 £1,070.02 £2,021.15
G £3,566.73 £1,070.02 £2,496.71
H £4,280.08 £1,070.02 £3,210.06

Notice what happens at Band E and above: the Band D cap kicks in. Your CTS award is calculated as if you lived in a Band D property (maximum £1,070.02), but you pay the actual charge for your band. The gap grows sharply with each band.

How Other Discounts Stack

The 50% cap applies to your net liability — the bill after non-means-tested discounts are deducted. This means stacking discounts works in your favour:

Single Person Discount (25%): If you're the only adult in the property, your bill drops by 25% first. Then CTS covers up to 50% of what's left. A single person in Band C pays £1,902.26 minus 25% = £1,426.69 net. CTS covers up to £713.35, leaving £713.34 to pay.

Disabled Band Reduction: If your home has required adaptations (second bathroom, wheelchair space, extra kitchen), the council drops your calculation by one band. A Band D property assessed as Band C has a lower base bill before the 50% is applied.

Severe Mental Impairment exemption: If you're certified as severely mentally impaired and receive a qualifying benefit, you may get a 100% exemption (if you're the sole occupant) or a 25% discount — both reduce the bill before CTS applies.

When the 50% Isn't Enough

If the 50% minimum payment leaves you in genuine hardship, Bromley operates a Section 13A Discretionary Hardship Fund with £260,000 allocated for 2026/27. You must have applied for CTS and received an official decision within the past 3 months before applying.

The hardship fund is assessed case by case. You'll need to show you've claimed all eligible discounts, taken reasonable steps to maximise income, and that the remaining council tax genuinely pushes you into crisis. Awards are credited to your account for a defined period.

You can also request 12 monthly instalments instead of the standard 10 — a statutory right under the Council Tax (Administration and Enforcement) Regulations 1992. Spreading payments from April to March gives smaller monthly amounts.

Making It Work

The 50% cap is a fixed feature of Bromley's adopted scheme through 2026/27 and isn't changing until the council votes on amendments. The practical response is claiming every discount you're entitled to, understanding how non-dependant deductions might reduce your award further, and knowing when to apply for hardship relief.

The Bromley Council Tax Reduction Guide includes worked payment scenarios for every band, a non-dependant deduction breakdown, and a hardship application checklist.
