Bromley Council Tax Reduction Income Limits and Means Test Explained
How Bromley's Means Test Works
Bromley uses a traditional means-tested assessment for working-age Council Tax Support. The council compares your total household income (after applying specific disregards) against an "applicable amount" — the government's benchmark for your household's basic needs, based on your age, disability status, and family composition.
If your income falls below the applicable amount, you qualify for the maximum award (50% of your net council tax). If your income exceeds it, a percentage taper reduces your entitlement. The higher your excess income, the less support you receive, until the award tapers to zero.
Pension-age residents follow a separate national framework with more generous thresholds and up to 100% support — the local means test doesn't apply to them.
Capital Rules: The £16,000 Hard Limit
Capital includes bank savings, ISA balances, stocks and shares, and equity in secondary properties. Two thresholds matter:
Under £6,000: Your savings are ignored entirely. They don't affect your assessment at all.
£6,000 to £16,000: A "tariff income" is applied — the council assumes your capital generates a fixed weekly income, even if it doesn't. This assumed income is added to your actual income in the means test.
Over £16,000: You're automatically disqualified. No amount of low income compensates for capital above this line, unless you're receiving a specific passported benefit.
Your two months of bank statements (required for every account you hold) are how Liberata verifies your capital position. There's no way around providing these.
Income That Counts — and Income That Doesn't
Not all income is treated equally. Bromley applies specific disregards that can significantly affect your award:
Fully disregarded (100% excluded):
- War pensions and war widow/widower pensions from Veterans UK
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Attendance Allowance
- Carer's Allowance
Earnings disregards (deducted before assessment):
- £5 per week for single claimants
- £10 per week for couples
- £25 per week for lone parents
- £20 per week for disabled claimants or carers
Earned income is calculated net of Income Tax, National Insurance, and half of eligible pension contributions. For UC claimants, the DWP notification statement is used — Liberata combines UC-recognised earned income with unearned components.

Non-Dependant Deductions
If other adults live in your home — an adult child, a partner's relative, a lodger — Bromley assumes they contribute toward your council tax. Fixed weekly deductions are subtracted from your maximum award based on the non-dependant's gross income tier.
If you can't prove the non-dependant's income, Bromley applies the maximum deduction by default. This is one of the most common reasons for lower-than-expected awards.
Non-dependant deductions are waived entirely if you or your partner receives the PIP daily living component, DLA care component (middle or higher rate), Attendance Allowance, or is registered as severely sight-impaired.
Working Out Your Likely Award
While there's no official Bromley-specific calculator, the Entitledto benefits calculator at entitledto.co.uk gives a reasonable estimate. Select Bromley as your local authority and enter your household details.
Remember the two hard ceilings: your award can never exceed 50% of your net council tax liability, and properties above Band D are assessed as if they were Band D.
For a Band D property at £2,140.04 in 2026/27, the absolute maximum working-age award is £1,070.02 per year — and that's only if your means test shows zero excess income. Most working households receive less.
The Bromley Council Tax Reduction Guide includes worked examples for different household types, plus a step-by-step breakdown of how non-dependant deductions and income tapers affect your final award.
