Backdating Council Tax Reduction in BCP

One Month Is the Limit

If you are working age and claiming Council Tax Reduction through BCP Council, backdating is capped at one calendar month before the date you make the request. That is a hard limit — there is no discretion to extend it.

This means if you apply for Council Tax Support on 15 November, the furthest back your award can reach is 15 October. Any council tax you should have been getting help with before that date is gone.

Pensioners get a better deal: three months of automatic backdating with no need to show good cause.

You Need to Show Good Cause

Even within that one-month window, BCP Council does not backdate automatically. You must explicitly request it — either in writing or through the council's online portal — and demonstrate "good cause" for not applying sooner.

Good cause means a genuine reason beyond your control that prevented you from claiming. The established case law accepts things like:

  • Hospitalisation or serious illness that stopped you from managing your affairs
  • A sudden bereavement
  • Being given incorrect information by an official body

What does not count: not knowing the scheme existed. Under the case law, ignorance of Council Tax Reduction is not good cause. This is harsh but settled — so if you have been eligible for months and only just found out about the scheme, the one-month backdating limit will hurt.

How to Make the Request

Include the backdating request with your initial application if you are applying for the first time. State clearly that you are requesting backdating, specify the exact period (from which date to which date), explain your good cause, and provide income and capital evidence covering the backdated period as well as the current period.

If you are already receiving Council Tax Reduction and you think your award should have started earlier, write to BCP Council's Revenues and Benefits team at [email protected] stating the same: the period, the reason, and the supporting evidence.

The council needs to see that you met all the eligibility conditions during the backdated period — so if your income or savings changed during that month, the evidence must cover the full window.

What Backdating Is Worth

Even one month of backdated support can be meaningful. For a Band B single person on maximum support, one month of 80% Council Tax Reduction is about £95 (2026/27 rates after SPD). For a protected group claimant in the same property, it is about £118.

Multiply that by households who delay for several months without knowing they needed to apply separately from UC, and the lost money adds up. This is why applying the same day you claim Universal Credit matters — every week of delay is a week outside the one-month backdating window.

If You Are Refused

If BCP Council refuses your backdating request, you can request a formal reconsideration within one month of the decision notice. If the council upholds its decision (or fails to respond within two months), you have the right to appeal to the Valuation Tribunal for England. The appeal must be lodged within two months.

The BCP Council Tax Reduction guide includes a backdating evidence chronology worksheet to help you document your good cause and keep your dates straight. The timeline matters — miss the reconsideration window and your options narrow.
