Barnet Council Tax Reduction and Student Exemptions

Students in Barnet deal with two different council tax rules depending on whether they live with other adults. Understanding which one applies — full exemption or the reduction scheme — determines whether you owe anything at all.

Full-Time Student Exemption (Class N)

If all adults living in your property are full-time students, the dwelling is exempt from council tax under Class N. You pay nothing. A "full-time" student is someone enrolled on a qualifying course lasting at least one year and involving at least 21 hours of study per week. Student nurses and people on certain apprentice schemes may qualify under separate council tax disregard rules.

To claim the exemption, contact Barnet Council with your council tax account reference and a student certificate or letter from your institution confirming your enrolment dates and course hours. The exemption runs for the duration of your course, including vacations between terms.

Students Living With Non-Students

When a full-time student shares a property with a non-student, the exemption does not apply — the non-student is liable for council tax. However, students are "disregarded" for counting purposes. If only one non-student adult lives there alongside one or more students, the non-student qualifies for the 25% single person discount because the students do not count.

The non-student can then apply for Council Tax Reduction on top of the discounted bill if their income is low enough. Barnet's income-banded scheme applies in the usual way — the single person discount reduces the base liability first, and the CTR percentage applies to the reduced amount.

Part-Time Students

Students whose courses do not meet the qualifying full-time criteria are generally counted as adults for council tax purposes. A separate rule applies to students under 20 on a qualifying further-education course lasting at least three months and involving at least 12 hours of study per week. If you are counted as an adult and liable to pay, you can apply for Council Tax Reduction through Barnet's standard working-age scheme. Student loan maintenance payments are not treated as earned income for Barnet's income-band assessment, but employment earnings are.

Graduates and the Gap Period

The student exemption ends when your course ends. If you finish in June and remain in the property, you become a liable adult from the day after your course officially concludes. Many graduates are caught out by this — the bill arrives months after graduation when Barnet processes the change, sometimes with a backdated charge.

If you are unemployed or on a low income after graduating, apply for Council Tax Reduction immediately. Barnet's scheme starts your award from the Monday after your application is received. You will owe the full bill for any gap between the end of your exemption and the start of your CTR claim.
