Backdate Council Tax Reduction in Waltham Forest: The One-Month Rule and Good Cause
The Usual Backdating Limit Is One Month
Working-age Council Tax Support in Waltham Forest can generally be backdated by up to one calendar month before your formal request. Local policy may permit backdating to the start of the current financial year for valid reasons.
If you are asking for more than one month of backdating, check whether local policy permits a longer period and explain why you could not apply sooner.
Your support normally starts from the Monday after the council receives your application. Backdating shifts that start date back by up to a month — but only if you can demonstrate continuous good cause for the entire period.
What Counts as Good Cause
Good cause isn't about whether you deserved the support earlier. It's about why you couldn't reasonably have applied sooner. The council requires you to prove the reason existed continuously throughout the backdating period — not just at the start or end.
Grounds the council typically accepts:
- Serious illness or hospitalisation — you were physically unable to apply during the period
- Severe bereavement — the death of a close family member left you unable to manage administrative tasks
- Official misdirection — a council officer or DWP adviser gave you incorrect information that led you to believe you didn't need to apply
- Physical incapacity — a disability or condition prevented you from accessing the online portal or contacting the council
Focus your request on why you could not reasonably have applied sooner and provide any evidence that supports your reason.
How to Submit a Backdating Request
Your request must be in writing. It should include:
- The exact period you want backdated (specific dates)
- A clear explanation of why you couldn't apply during that time
- Supporting evidence for your reason — hospital discharge letters, a death certificate, written records of any advice you received from officials
Submit the request alongside or as part of your Council Tax Support application through the Citizen Portal. If you've already applied and want to add a backdating request afterwards, use the council's online query form.
The council assesses the request separately from the main claim. If they accept it, the support is credited to your council tax account for the backdated period and you'll see a revised bill. If they reject it, you receive a written decision.

If Your Backdating Request Is Refused
A refusal isn't the end. You can request a formal review under Section 16 of the Local Government Finance Act 1992 by writing to Waltham Forest Revenues Services. Set out specifically why you believe the decision was wrong — which piece of evidence was overlooked, which good cause criterion you meet.
The council has two months to respond. If they uphold the refusal or don't respond within that window, you can escalate to an independent appeal at the Valuation Tribunal for England, which is free.
The UC Alignment Rule
There's one important backdating route that doesn't require good cause. If you claim Universal Credit and then apply for Council Tax Support within one calendar month of your UC start date, the council can align your CTS start date to the UC claim date. This effectively backdates your support without needing to prove anything — you just have to act within the window.
This makes the first month after starting UC critical. Apply for Council Tax Support immediately, even if you don't have all your evidence ready yet — outstanding documents are due within one calendar month of the application.
