Backdate Council Tax Reduction in Plymouth
The 6-Month Backdating Window
Plymouth City Council allows working-age claimants to backdate Council Tax Support by up to 6 calendar months before the date the backdating request is received. But it's not automatic — backdating is discretionary, and you need to demonstrate "good cause" for failing to apply sooner.
The clock runs from the date your request reaches the council, not from when you first became eligible. If you were eligible in April but don't request backdating until November, you could potentially recover support back to May — but only if the council accepts your reasons for the delay.
What Counts as "Good Cause"
Good cause means a genuine reason that prevented you from claiming earlier. Plymouth accepts:
- Serious physical illness — hospitalisation or a condition that stopped you managing administrative tasks
- Acute mental health crisis — documented depression, anxiety, or cognitive impairment severe enough to prevent engaging with paperwork
- Sudden bereavement of an immediate family member
- Relying on incorrect advice from an official body — for example, being told by a DWP advisor that Universal Credit includes Council Tax Support (it doesn't)
One thing that explicitly does not qualify: not knowing the scheme existed. Plymouth's position, backed by national case law, is that ignorance of the scheme isn't good cause. This can feel harsh when the council doesn't advertise the benefit prominently, but that's the legal position.
How to Request Backdating
You can request backdating either within your initial application or as a separate request afterwards. The strongest approach is to include it when you first apply — there's a backdating section in the online form at plymouth.gov.uk/council-tax-support.
Your request should:
- State the exact period you're asking to have backdated (e.g., "I request backdating from 1 May 2026 to 31 October 2026")
- Explain continuous good cause — you need to show why you couldn't apply for every day in the backdating window, not just the start date
- Provide supporting evidence — a GP letter, hospital discharge summary, death certificate, or a record of the incorrect advice you received
That second point trips people up. The council can refuse partial backdating if your good cause only covers part of the period. If you were hospitalised from May to July but were home and capable from August onward, your backdating might only cover those three months rather than the full six.

What a Successful Backdate Looks Like
If Plymouth accepts your backdating request, they'll recalculate your Council Tax liability for the backdated period using the income and circumstances that applied during those months. The resulting credit is either:
- Applied to your account, reducing your remaining instalments for the year, or
- Refunded directly if it creates an overpayment on the account
A 6-month backdate at the maximum 80% discount on a Band B property could recover several hundred pounds — money that might otherwise sit as arrears on your council tax account.
If Backdating Is Refused
A refusal isn't final. You can submit a formal written grievance under Section 16 of the Local Government Finance Act 1992. The council has 2 calendar months to respond. If it rejects your grievance, appeal to the Valuation Tribunal for England (VTE) within 2 months of the council's decision notice. If the council does not respond within 2 months, you can appeal within 4 months of submitting your grievance. VTE appeals are free.
The Plymouth Council Tax Reduction Guide includes a backdating request template with the specific language Plymouth's scheme requires, plus a timeline for the grievance and VTE appeal process if your request is refused.
