Wirral Council Tax Reduction Eligibility: Who Qualifies in 2026/27
The Basic Requirements
To qualify for Council Tax Reduction in Wirral under the 2026/27 scheme, you need to meet three conditions:
- You are working age — which means you have not yet reached state pension age. Pension-age residents fall under a separate national scheme with more generous rules.
- You are liable for council tax on a property in the Metropolitan Borough of Wirral.
- Your combined household capital is below £6,000 — that means savings, bank balances, ISAs, shares, and secondary property for both you and your partner added together.
If your capital is £6,000 or more, you get nothing. There is no sliding scale for capital below £6,000 — those amounts are simply ignored during the income calculation.
How Income Determines Your Discount
Wirral uses a five-band grid. Your net weekly income and household composition together place you into a band that determines the percentage discount you receive:
- Band 1 — 50% off (the maximum available to working-age claimants)
- Band 2 — 40%
- Band 3 — 30%
- Band 4 — 20%
- Band 5 — 0%
The income thresholds vary by household type. A single person reaches Band 1 with net income up to £130 per week. A couple with two or more dependants can earn up to £306 per week and still get the full 50%.
Certain benefits are completely excluded from the income calculation: PIP, DLA, Attendance Allowance, Child Benefit, child maintenance, and several Universal Credit elements including the housing element and carer element. The standard allowance and child element of UC count as unearned income.
The 50% Cap
The single biggest change for 2026/27 is the maximum award. Working-age households in Wirral can now receive a reduction of at most 50% of their council tax. Under the previous scheme it was 82.5%.
That means even if your income is zero and your savings are zero, you still pay half your bill. The only routes beyond 50% are separate statutory exemptions (such as the 25% single person discount, which stacks) or the Section 13A discretionary hardship fund.

The Band D Property Restriction
If your property is in council tax Band E, F, G or H, Wirral caps the liability used in the CTR calculation at the Band D level. Your percentage discount is applied to the Band D figure, not your actual band — and you pay the difference between Band D and your real band out of pocket.
For example, if your Band F weekly liability is £55 and Band D is £38, your 50% discount is calculated on £38 (giving you £19 off), and you owe £55 minus £19 = £36 per week. Without the cap, 50% of £55 would give you £27.50 off instead.
Who Gets Automatic Band 1
If you receive a passported legacy benefit — Income Support, income-based Jobseeker's Allowance, or income-related Employment and Support Allowance — you are automatically assigned to Band 1 (50% discount) with no income assessment needed, as long as your capital is under £6,000.
What About Pension-Age Residents?
Pension-age claims are governed by national regulations, not Wirral's local scheme. The capital limit is £16,000 instead of £6,000, and reductions can reach 100% of the bill. If you receive Guarantee Pension Credit, you are passported to full CTR regardless of savings. These claims are handled separately — the pensioner council tax reduction guide covers that process.
Combining CTR with Other Discounts
CTR stacks with some other council tax reliefs. The 25% single person discount, for instance, applies first — reducing your gross liability — and CTR is then calculated on the reduced figure. Severe Mental Impairment disregards, care leaver discounts and the disabled band reduction scheme are all separate from CTR and can be claimed alongside it.
Our Wirral Council Tax Reduction guide covers the full eligibility rules, every disregard, and includes an income calculation worksheet to help you work out which band you fall into before you apply.
