Wirral Council Tax Reduction Savings Limit: The £6,000 Capital Rule Explained

The Hard £6,000 Ceiling

Under Wirral's 2026/27 working-age Council Tax Reduction scheme, the capital upper limit is £6,000. If the combined capital of you and your partner is £6,000 or more, you are barred from receiving any reduction. There is no partial award, no sliding scale, and no tariff income calculation — it is all or nothing at the £6,000 line.

This is much stricter than the pension-age scheme, where the capital limit is £16,000 and a tariff income rule applies between £10,000 and £16,000.

What Counts as Capital

Capital includes any liquid assets or property holdings beyond your main home:

  • Bank accounts — current accounts, savings accounts, building society balances
  • ISAs — cash ISAs and stocks-and-shares ISAs
  • Shares and investments — equities, bonds, unit trusts
  • Secondary property — if you own a second home or investment property, its value counts
  • Lump sums — redundancy pay, inheritance, insurance payouts

The council assesses capital for both you and your partner. If you have £4,000 in savings and your partner has £2,500, your combined capital is £6,500 and you are over the limit.

What Doesn't Count

Your main home — the property you live in and pay council tax on — is not treated as capital. Personal possessions, household furniture and the surrender value of life insurance policies are typically excluded too.

The key question is whether an asset is "liquid" — could you reasonably convert it to cash? If so, it almost certainly counts.

The Evidence Requirement

When you apply, the council asks for two consecutive months of bank statements for every account you and your partner hold. This is how they verify you are under the £6,000 limit. "Every account" means exactly that — joint accounts, sole accounts, savings pots, online-only accounts, credit union balances. Leaving one out risks a fraud investigation if it surfaces during an automated data-matching audit.

Savings below £6,000 are fully disregarded during the income band calculation. Whether you have £50 or £5,999 in the bank makes no difference to which income band you are placed in — but you must still declare the amount accurately.

Close to the Limit

If your savings sit near £6,000, the council assesses their current value. Deliberately disposing of capital to secure entitlement can lead the council to treat you as still having it.

If your capital changes, report it to the council promptly. Delaying an application can affect when your entitlement starts.

How This Differs from the Pension Scheme

The pension-age scheme is significantly more lenient. The upper limit is £16,000, and between £10,000 and £16,000 a tariff income of £1 per week for every £500 of capital (or part of £500) is added to your assessed income. Below £10,000, pension-age capital is ignored entirely. If you receive Guarantee Pension Credit, capital is disregarded altogether and you are passported to 100% CTR.

Working-age residents in Wirral get none of these concessions. The £6,000 ceiling is absolute.
