Wirral Council Tax Reduction Income Bands: How to Calculate Your Discount
The 5-Band System
Wirral does not use a traditional taper calculation for Council Tax Reduction. Instead, your household is placed into one of five discrete income bands that each give a fixed percentage discount:
- Band 1 — 50% off (maximum)
- Band 2 — 40% off
- Band 3 — 30% off
- Band 4 — 20% off
- Band 5 — 0% (no reduction)
Which band you land in depends on two things: your total net weekly income and your household composition.
The 2026/27 Income Thresholds
Here are the net weekly income limits for Band 1 (50% discount) by household type:
- Single person — up to £130.00
- Single person with 1 dependant — up to £182.00
- Single person with 2+ dependants — up to £250.00
- Couple — up to £182.00
- Couple with 1 dependant — up to £236.00
- Couple with 2+ dependants — up to £306.00
For a single person, Band 2 starts at £130.01, Band 3 at £182.01, Band 4 at £234.01, and Band 5 (no CTR) at £286.01.
The boundaries are penny-precise. An income of exactly £130.00 qualifies for Band 1; £130.01 puts you in Band 2.
How to Calculate Your Net Income
The council starts with your gross earnings and applies three deductions:
- Income tax
- Class 1 National Insurance contributions
- Half of any personal or occupational pension contributions
After those deductions, a flat £20 per week earned income disregard is subtracted from the household total.
If you are self-employed, net profit is calculated from gross receipts minus allowable business expenses, income tax, Class 2/4 NI, and half of pension payments.
Variable pay — zero-hours contracts, overtime, shift premiums — is averaged over a representative period, typically two to five consecutive weeks for weekly-paid workers or two to three months for monthly-paid.

Which Income Is Disregarded
Not everything you receive counts. These are fully excluded from the net income calculation:
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Attendance Allowance
- Child Benefit
- Child maintenance
- UC housing element, carer element, LCWRA element, disabled child element, childcare element
- War widows' and disablement pensions
An additional £50 per week disability income disregard applies if someone in your household receives a qualifying disability benefit like PIP or DLA — unless the applicant or partner is in the ESA Support Group, in which case this extra disregard does not apply.
What does count: UC standard allowance and child element, Carer's Allowance (the standalone benefit, not the UC carer element), and ESA Support Component — the disregards for these two were removed in the April 2026 scheme changes.
A Worked Example
Sarah is a single parent with one child. She works part-time earning £190 per week gross. After tax (£12), NI (£8), and half her pension contribution (£5), her net earnings are £165. The £20 weekly disregard reduces this to £145.
Her UC award includes a standard allowance of £90 per week (counted) and a housing element of £80 per week (disregarded). Child Benefit (£26 per week) is also disregarded.
Total assessed net income: £145 (net earnings after disregard) + £90 (UC standard allowance) = £235.
Looking at the "Single + 1 Dependant" column, £235 falls between £234.01 and £286.00 — that is Band 3, giving Sarah a 30% discount on her council tax.
If Sarah's hours were cut and her net earnings after disregard dropped to £140, her total would be £230 — just under the £234 Band 2 ceiling — and her discount would jump to 40%.
Why the Boundaries Matter
A £5 per week change in income can shift you between bands and change your discount by 10 percentage points. On a Band A property, the difference between Band 1 and Band 2 is roughly £140 per year. Understanding where the thresholds sit helps you anticipate how changes in hours, a pay rise, or a benefit adjustment might affect your CTR.
