Wirral Council Tax Non-Dependant Deductions Explained
What Non-Dependant Deductions Are
If you claim Council Tax Reduction in Wirral and another adult lives in your home, the council deducts a fixed amount from your weekly CTR award for each non-dependant. Under the 2026/27 scheme, this deduction is a flat £5.00 per week per non-dependant adult — regardless of how much they earn.
A non-dependant is any person aged 18 or over who lives in your home on a non-commercial basis. The most common examples are adult children who've finished education, elderly parents who've moved in, or friends staying long-term.
These people are not counted as non-dependants:
- Your partner (married, civil partner, or living together as a couple)
- A joint tenant or joint owner
- Someone who pays you a commercial rent (a lodger or sub-tenant)
- A professional live-in carer employed to look after you or your partner
How the £5 Deduction Works in Practice
The deduction is applied to your CTR award, not added to your bill. Here's a worked example:
For illustration, a single claimant with weekly net earnings of £100 before the £20 disregard (so £80 assessed income, Band 1) has one adult son living at home who works full-time. Assume an eligible weekly council tax liability of £25 for the calculation below.
- Eligible weekly council tax liability: £25.00
- CTR at 50%: £12.50 per week
- Non-dependant deduction: £5.00
- Actual weekly CTR award: £7.50
That £5 deduction per non-dependant can eat a significant chunk of a modest CTR award. If you have two non-dependant adults living with you, that's £10 per week deducted — which could wipe out a Band 1 award entirely for lower-band properties.
Who Is Exempt from the Deduction
Wirral's scheme exempts the non-dependant deduction entirely when either the claimant or the non-dependant meets certain conditions.
No deduction is made if the claimant or their partner:
- Is registered blind or severely sight impaired
- Receives the daily living component of Personal Independence Payment (PIP)
- Receives the care component of Disability Living Allowance (DLA)
- Receives Armed Forces Independence Payment (AFIP)
No deduction is made if the non-dependant:
- Is a full-time student on a qualifying course
- Is severely mentally impaired (with a medical certificate)
- Is under 18 (they're not a non-dependant by definition, but worth stating)
The exemption for the claimant's disability applies per household, not per non-dependant. So if you receive PIP daily living, none of your non-dependants trigger a deduction — even if there are three of them living with you.

What You Need to Tell the Council
When you apply for CTR, the application form asks about every adult living in your home. You'll need to provide:
- Their name and date of birth
- Their relationship to you
- Whether they work, and if so, recent wage slips or a benefit letter
- Whether they're a full-time student (with proof of enrolment)
If a non-dependant moves in or out, you must report this to Wirral Council within 21 days. A new non-dependant means a new £5 deduction from your award. A non-dependant leaving means the deduction should be removed — but only if you report it.
Wirral's Flat-Rate Approach
Many councils outside Wirral use a sliding scale for non-dependant deductions — the more the non-dependant earns, the higher the deduction (up to £14+ per week in some areas). Wirral simplified this for 2026/27 with a single flat rate of £5 regardless of the non-dependant's income.
This means a non-dependant earning £500 per week costs you the same £5 deduction as one earning minimum wage. It's simpler to administer, but it also means low-earning non-dependants can't reduce the deduction by showing their low income.
Reducing the Impact
If non-dependant deductions are shrinking your CTR award significantly, check whether any exemptions apply. The disability exemption (PIP daily living, DLA care) removes all deductions from your claim, and the full-time student exemption removes individual non-dependants from the calculation.
If your non-dependant is your adult child who has finished studying and is now working, the £5 deduction is unavoidable. But it's worth confirming that the council has the correct number of non-dependants on file — errors happen, and extra deductions applied in error reduce your award unnecessarily.
The full rules on non-dependant deductions, including exemption evidence requirements, are covered in the Wirral Council Tax Reduction guide.
