Common Wirral Council Tax Exemptions and Discounts for 2026/27

Exemptions vs Discounts vs Council Tax Reduction

Wirral Council administers three separate categories of council tax relief, and mixing them up means missing out on what you're owed.

Exemptions remove the council tax charge entirely — usually tied to the property's status or the household's composition. Discounts reduce the bill by a fixed percentage based on who lives there. Council Tax Reduction (CTR) is the income-based scheme that reduces bills for low-income working-age and pension-age residents.

You can hold an exemption or discount and claim CTR at the same time where they apply to different aspects of your liability. Here's what's available in Wirral for 2026/27.

Common Property Exemptions (No Council Tax Payable)

These exemptions apply to the property itself. While the exemption is in force, no council tax is charged:

  • Class B — Unoccupied property owned by a charity, exempt for up to 6 months after last charitable use
  • Class D — Property left empty by someone who's been detained (in prison or under the Mental Health Act)
  • Class E — Property left empty by someone who's moved into a care home or hospital permanently
  • Class F — Property left empty after the owner's death, exempt until probate is granted plus 6 months
  • Class G — Property where occupation is prohibited by law
  • Class H — Unoccupied property held for a minister of religion as a residence from which to perform their duties
  • Class I — Property left empty by someone receiving personal care elsewhere
  • Class J — Property left empty by someone providing personal care elsewhere
  • Class K — Property left empty by a student who was the last resident
  • Class L — Repossessed property (unoccupied after mortgage lender takes possession)
  • Class M — Student halls of residence
  • Class N — Properties occupied entirely by full-time students
  • Class O — Armed forces accommodation
  • Class Q — Unoccupied property for which a trustee in bankruptcy would be liable
  • Class R — Unoccupied caravan pitch or boat mooring
  • Class S — Property occupied only by people under 18
  • Class T — Unoccupied annexe that can't be let separately because of planning conditions
  • Class U — Property occupied only by people who are severely mentally impaired
  • Class V — Properties occupied by diplomats
  • Class W — Occupied annexe of a property where a dependent relative lives

Some of these exemptions are time-limited. Wirral charges a premium on properties that have been empty for extended periods, so if your exemption runs out, get advice before the premium kicks in.

Severe Mental Impairment Disregard

The severe mental impairment (SMI) disregard is one of the most under-claimed council tax reliefs in Wirral. A person qualifies if they have a severe impairment of intelligence and social functioning that appears permanent, and they receive a qualifying benefit (such as PIP daily living, DLA middle/higher care, Attendance Allowance, ESA support component, or Incapacity Benefit).

A doctor's certificate confirming the impairment is required. Once granted:

  • The person is disregarded for council tax purposes — they don't count as an adult resident
  • If they're the only remaining adult after the disregard, the property gets a 25% single person discount
  • If all adults in the property are disregarded (including through SMI), the property qualifies for a Class U exemption — no council tax at all

This stacks with CTR. A household where the SMI disregard creates a single-person discount can then claim income-based CTR on the reduced bill.

Care Leaver Discount

Wirral Council has a discretionary relief policy for qualifying care leavers. If you are aged 18 to 24, were previously in Wirral Council's care, still live in Wirral, and are liable for council tax, you may receive up to 100% relief. Relief ends the day before your 25th birthday.

This is a local discretionary relief. Contact Wirral Council or your personal adviser to check what information the council needs for your case.

Other Common Discounts

  • Single person discount (25%): One qualifying adult in the property. Apply once; it stays until circumstances change.
  • Student discount: Properties occupied entirely by full-time students are exempt (Class N). If some residents are students and one isn't, the non-student pays — but student residents are disregarded, which may trigger the single person discount.
  • Annexe discount: A self-contained annexe occupied by a family member may qualify for a 50% discount (or exemption under Class W if occupied by a dependent relative).
  • Empty property discount: Wirral may offer a short discount period for newly empty properties before the standard charge (and eventual premium) applies.

How Exemptions and Discounts Interact with CTR

Council Tax Reduction is calculated on your net liability — the amount remaining after exemptions and discounts have been applied. So if you qualify for a 25% single person discount, CTR is calculated on 75% of your band charge, not the full amount.

This makes it worth checking every possible exemption and discount before submitting your CTR application. The lower your starting liability, the lower your remaining bill after CTR.

For working-age residents, the maximum CTR award under Wirral's 2026/27 scheme is 50% of eligible liability, capped at Band D. Getting the right exemptions and discounts in place first means that 50% reduction applies to the smallest possible base figure.

Making Sure You're Getting Everything

Start by checking whether any property exemption applies (empty, student-occupied, SMI-only household). Then check for discounts (single person, care leaver, student disregard). Finally, apply for Council Tax Reduction if you're on a low income.

Each requires a separate application or notification to Wirral Council. The council won't automatically apply one because you've claimed another — you need to tell them about each qualifying circumstance.
