Wiltshire Council Tax Reduction for Single Parents and Non-Dependant Deductions

Lone Parents: Two Reductions That Stack

If you're a single parent in Wiltshire, you're potentially eligible for both the 25% Single Person Discount and Council Tax Reduction — and they work together. The discount comes off first, reducing your gross bill by 25%. Then CTR is calculated on the smaller amount.

Children under 18 don't count as adults for the Single Person Discount. So if it's you and your children at the address, you qualify for the 25% reduction regardless of how many children live there.

How the Numbers Combine

Say your annual council tax bill is £1,800. The 25% discount brings it to £1,350. If you're in the standard (non-protected) CTR group, the 80% cap means the maximum award is £1,080. Your minimum payment would be £270 per year.

If you're in the protected group (receiving PIP, DLA, or similar), the cap lifts to 100% — potentially covering the full £1,350.

The point is that the discount and CTR aren't alternatives. You should have both.

When a Partner Leaves

The transition from a couple to a single household triggers several changes at once. You need to:

  1. Report the change to Wiltshire Council within one month — this is separate from any DWP notification
  2. Apply for the 25% Single Person Discount if you haven't already
  3. Update your CTR claim — your applicable amount changes, your household income changes, and you may move from a joint assessment to a single assessment

If you're newly separated and the council tax bill was in your ex-partner's name, you may need to establish liability in your name before you can claim CTR. Contact the council's revenues team to sort the account first.

The means test applicable amounts are different for singles and couples. In some cases, a newly single parent with lower household income will qualify for a higher CTR award than the couple did — especially once the 25% discount is factored in.

Non-Dependant Deductions Explained

A non-dependant is any adult aged 18 or over living in your home who isn't your partner, a lodger, or a joint tenant. The most common example: your adult child still living at home.

Wiltshire Council applies a fixed weekly deduction from your CTR award for each non-dependant, based on their gross weekly income. The deduction is automatic — it applies even if the non-dependant doesn't contribute to household expenses, doesn't work, or refuses to share their income details.

This catches people off guard. An 18-year-old child who's just finished school and has no income still triggers a deduction (at the lowest band). A working adult child on a reasonable salary triggers a much larger one.

When Non-Dependant Deductions Don't Apply

The deduction is waived entirely if you or your partner:

  • Are registered blind
  • Receive the care component of DLA
  • Receive the daily living component of PIP
  • Receive Attendance Allowance

It's also waived if the non-dependant is under 18, a full-time student, receiving Pension Credit, or receiving their own Income Support/income-based JSA.

Couples and Joint Claims

If you live with a partner, CTR is assessed jointly. Both incomes, both sets of savings, and both people's benefit status feed into the calculation. You can't choose which partner claims — the council assesses the household as a unit.

For mixed-age couples (one working-age, one pension-age), the couple is assessed under the working-age scheme if either partner receives Universal Credit. This usually means a lower capital limit (£10,000 vs £16,000) and the 80% award cap for non-protected households.

Navigate the Household Rules

Household composition rules are the most common source of unexpected CTR reductions. Our Wiltshire Council Tax Reduction guide includes worked examples for lone parents, couples, and households with non-dependants, showing exactly how the deductions are calculated and which exemptions apply.
