Wiltshire Council Tax Rates 2026-27: Band D, Increases, and the Adult Social Care Levy

Wiltshire Council's 2026-27 Band D Element

The Wiltshire Council element of the 2026/27 Band D council tax is £1,981.15. This is before discounts or reductions and does not include the police, fire, or local town or parish precepts, which are added to your bill. The total charge varies by locality.

Wiltshire Council's element represents a 4.99% increase over the previous year, made up of two components:

  • 2.99% general council tax increase — funding core services across Wiltshire
  • 2% Adult Social Care precept — a ring-fenced levy that councils are permitted to charge specifically for adult social care services

The adult social care precept is not a separate bill. It is built into your council tax charge and appears on your demand notice as part of the Wiltshire Council element. The government allows councils to raise this precept on top of the general increase cap, which is why the combined rise can exceed the headline referendum limit.

Wiltshire Council Element by Band

Council tax bands run from A to H, with Band D as the reference point. The ratios are fixed nationally:

Band Ratio to Band D Approximate 2026-27 Wiltshire Council element
A 6/9 £1,321
B 7/9 £1,541
C 8/9 £1,761
D 9/9 £1,981
E 11/9 £2,421
F 13/9 £2,862
G 15/9 £3,302
H 18/9 £3,962

These are rounded figures for Wiltshire Council's element only. Your full bill also includes police, fire, and any town or parish precepts; a Band D property in Salisbury pays a different total than one in Devizes.

How Council Tax Reduction Offsets These Rates

If you qualify for Wiltshire's Council Tax Reduction scheme, the reduction is applied to your net liability after any statutory discounts (such as the 25% single person discount).

For working-age claimants in the standard group, the maximum reduction is 80% of your net bill. That means even on the maximum award, you pay at least 20%. The 20% minimum is calculated from your full net eligible liability, including applicable precepts; £1,981.15 is only Wiltshire Council's element.

For claimants in the protected group (households where someone receives PIP, DLA, or a War Pension), the cap lifts to 100%. A protected claimant on the lowest income could pay nothing at all.

There is an additional restriction: for non-protected claimants living in properties banded above Band D, the CTR calculation is capped at the Band D liability. If you live in a Band E property, your reduction is calculated as if it were Band D, and you are responsible for the entire difference between your actual charge and the Band D rate.

Why the Increase Matters for CTR Claimants

A 4.99% rise hits hardest at the margins. If you are a non-protected claimant paying the mandatory 20% minimum, Wiltshire Council's element rose by 4.99%; the change in your total bill and minimum payment also depends on the police, fire, and local precepts.

For anyone not currently claiming Council Tax Reduction, the rate increase is worth checking your eligibility. The qualification threshold has not changed — Wiltshire's working-age capital limit remains £10,000. A higher Council Tax bill does not change the income test; eligibility depends on your income, capital, household circumstances, and the scheme's other rules.

You can check eligibility and work through the full claim process in our Wiltshire Council Tax Reduction guide, which covers the current scheme rules, evidence requirements, and the April 2026 changes to how Universal Credit recipients are assessed.
