Wandsworth Council Tax Reduction for Low-Income and Zero-Hours Workers

You Can Work and Still Get Council Tax Reduction

A common assumption in Wandsworth is that Council Tax Reduction is only for people on benefits who are not working. That is wrong. If you do not qualify for Scheme 1, Schemes 4 and 5 provide support for working households on low earnings.

With children (Scheme 4, 80% reduction): Net weekly earnings below £250 for one or two children, or below £275 for three or more. Capital limit: £6,000.

Without children (Scheme 5, 75% reduction): Net weekly earnings below £125 if single, or below £160 as a couple. Capital limit: £6,000.

On a Band D property at £1,020.35 per year, an 80% Scheme 4 reduction leaves you paying about £204 annually. That is roughly £20.41 per month over 10 instalments — compared to £102 per month on the standard 10-instalment plan.

How Zero-Hours and Gig Economy Earnings Are Assessed

Variable income is the biggest headache for low-income claimants. If your hours change week to week — zero-hours contracts, agency shifts, gig platform work — your net earnings fluctuate with them.

Wandsworth asks for five consecutive weekly payslips to assess your earnings. If your hours change week to week, provide the consecutive payslips requested so the Benefits Service can assess your net weekly income against the relevant cap.

If your earnings fluctuate, keep copies of your payslips so you can show how your income changes over time.

For self-employed gig workers (Deliveroo, Uber, freelance work), Wandsworth asks for audited accounts or a trading summary. Keep those records ready for the Benefits Service.

The Earnings Calculation

Net weekly earnings are not the same as your take-home pay. Wandsworth starts with gross pay and subtracts:

  • Income tax
  • National Insurance
  • Half of any pension contributions

Then applies disregards: £25 per week for a lone parent, £10 for a couple, £5 for a single person, plus £20 if you are disabled. An additional £17.10 weekly disregard applies if you work 16 or more hours.

Childcare costs can be deducted too: up to £175 per week for one child or £300 for two or more, for a child under 15 (or under 16 if disabled), if the care is from a registered childminder, nursery, or approved after-school scheme and (for couples) both partners work at least 16 hours.

After all disregards, the remaining figure is your net weekly earnings for scheme purposes. It is often significantly lower than what hits your bank account, which means more people qualify than expect to.

Universal Credit Complicates Things

If you work and receive Universal Credit, your UC assessment already reflects your earnings — but Wandsworth uses the UC monthly assessment statement figures, not a separate payslip calculation. This simplifies the income check but creates a different problem: the monthly UC assessment period does not always align neatly with weekly payslip cycles.

If your UC stops because one month's earnings were high, Wandsworth keeps using the last UC earnings figure until you provide updated payslips. You may need to proactively send new payslips to get reassessed under Scheme 4 or 5 rather than losing your award entirely.

The £6,000 Capital Cliff

Schemes 4 and 5 have a £6,000 capital limit. Capital exceeding £6,000 disqualifies you from those schemes; there is no taper. Meeting the capital test alone does not guarantee an award, because the other eligibility conditions still apply.

If you have savings near this threshold, check what the council counts: current accounts, savings, ISAs, Premium Bonds, investment accounts, and property other than your main home.

The Wandsworth Council Tax Reduction guide includes a net weekly earnings calculator and a scheme-level identifier worksheet that accounts for disregards and childcare deductions — particularly useful when your income varies week to week.
