Walsall Council Tax Reduction for Pensioners
Pensioners in Walsall get a significantly better deal on Council Tax Reduction than working-age residents. The pensioner scheme is set by national regulations, not locally — which means a higher capital limit, a higher maximum discount, and no minimum payment. If you have reached State Pension Age and are on a low income, the difference is substantial.
Pensioner vs Working-Age: The Key Differences
| Feature | Working-Age Scheme | Pensioner Scheme |
|---|---|---|
| Maximum discount | 75% | 100% |
| Capital limit | £6,000 (hard cutoff) | £16,000 (does not apply if receiving Guarantee Pension Credit) |
| Assessment method | Local income bands | National means test (applicable amounts) |
| Minimum payment | 25% of liability | None — full bill can be covered |
| Set by | Walsall Council (local rules) | National regulations (mandatory) |
The pensioner scheme uses the traditional means-testing approach: your income is compared to an "applicable amount" (the government's assessment of what you need to live on), and the difference determines your discount. If your income is below your applicable amount, you get the full 100%.
Who Is Pension Age
You are classed as pension age for CTR purposes if you have reached your State Pension Age — currently 66 for both men and women. In a couple, if both partners are over State Pension Age, the pensioner scheme applies. If one partner is under State Pension Age and the couple claims Universal Credit, the working-age scheme applies instead.
This catches some mixed-age couples off guard. A 67-year-old living with a 60-year-old partner on Universal Credit would be assessed under Walsall's local working-age scheme, with the 75% cap and £6,000 capital limit.
Capital Rules for Pensioners
The pensioner scheme has an upper capital limit of £16,000. If you receive Guarantee Credit of Pension Credit, that limit does not apply. The council assesses pensioner claims under the national means test.
If you receive the Guarantee element of Pension Credit, the capital limit does not apply. The national pensioner scheme can award up to 100% Council Tax Reduction, subject to its rules.

How to Claim
The claim process is the same as for working-age applicants. You can apply online at go.walsall.gov.uk/benefits/council-tax-reduction, by phone on 0300 555 2855, or through a Walsall Connected community hub. Pension Credit does not by itself start a CTR claim, so apply through Walsall Council and confirm that the claim has been registered.
Evidence requirements include proof of identity, National Insurance number, pension statements (State Pension, any occupational or private pensions), and bank statements showing savings. Do not assume that receiving Pension Credit means you have no evidence to provide; confirm the requirements with Walsall Council.
Pension Credit and Council Tax Reduction
Guarantee Pension Credit can help establish entitlement under the national pensioner scheme. If you receive Guarantee Credit, the capital limit does not apply; the scheme can award up to 100% Council Tax Reduction. Savings Credit alone does not establish the same capital-limit exception.
If you are on a low income and have not claimed Pension Credit, check your eligibility first. Pension Credit does not by itself establish that you have made a CTR claim; contact Walsall Council about applying. A successful Pension Credit claim may also open access to other support, such as Cold Weather Payments or a free TV licence if you are 75 or over and meet the licence rules.
While this product focuses on the working-age scheme, our Walsall Council Tax Reduction guide covers the differences between the two schemes so mixed-age households can understand which set of rules applies to them.
