Tower Hamlets Council Tax Rates and Bands 2026/27

Your April 2026 council tax bill from Tower Hamlets will be higher than last year. Tower Hamlets increased its own council tax element by 4.99% for 2026/27 — a 2.99% general increase plus a 2.00% Adult Social Care precept. The Greater London Authority precept is separate, so the total bill increase is different. Here's what that means for each band and how it connects to Council Tax Reduction.

Council Tax Bands in Tower Hamlets

Every residential property in England sits in a valuation band from A to H, based on its estimated market value as of 1 April 1991. The Valuation Office Agency (VOA) sets the band; Tower Hamlets sets the tax rate.

Band Property Value (1991) Ratio to Band D
A Up to £40,000 6/9
B £40,001–£52,000 7/9
C £52,001–£68,000 8/9
D £68,001–£88,000 9/9
E £88,001–£120,000 11/9
F £120,001–£160,000 13/9
G £160,001–£320,000 15/9
H Over £320,000 18/9

The 2026/27 Band D charge in Tower Hamlets — including the borough precept, the GLA precept, and the Adult Social Care levy — is £1,837.78. All other bands are calculated as a proportion of Band D.

Why the 4.99% Increase

Tower Hamlets' General Fund budget for 2026/27 requires a net £497.797 million. The 2.99% general council tax rise covers core services. The separate 2.00% Adult Social Care precept is ring-fenced for social care spending — a cost pressure driven by an ageing population and rising care fees.

The 4.99% increase is just below 5% and applies to Tower Hamlets' own council tax element, not the whole bill. Most London boroughs have applied the same ceiling.

How Your Band Affects Council Tax Reduction

Tower Hamlets does not cap CTR awards at a lower band. Your reduction is calculated against your actual band liability. A resident in Band E with qualifying income gets support based on the full Band E charge, not a reduced Band D equivalent (some other boroughs do restrict this).

The council's working-age scheme offers up to 100% of your eligible council tax as a reduction — one of the most generous in London. The 4.99% rate increase means the cash value of a 100% award is higher this year, but it also means the gap between full support and partial support is wider.

Single Person Discount and Your Band

If you live alone (or with only "disregarded" adults such as full-time students or people with severe mental impairment), you're entitled to a 25% Single Person Discount regardless of income. This is applied before any CTR calculation.

A standard Band C property charged £1,633.59 in 2026/27 drops to £1,225.19 after the 25% SPD. If you then qualify for CTR, the means test runs against the £1,225.19, not the full charge.

Checking Your Band

Your band appears on your annual council tax bill and on the VOA website. If you think your property is in the wrong band — perhaps because neighbouring, similar properties are banded lower — you can challenge it directly with the VOA for free. Band challenges go through the VOA, not Tower Hamlets Council, and there is no fee.

Be aware: the VOA can move your band up as well as down after a challenge.

Spreading Payments Over 12 Months

By default, Tower Hamlets bills council tax in 10 monthly instalments from April to January. You have a statutory right to request 12 monthly instalments instead, spreading the cost over the full year. Submit the request through your My Account portal at myaccounts.towerhamlets.gov.uk or call Council Tax Billing.

Switching to 12 instalments lowers each monthly payment by roughly 17% and can help bridge the gap while a CTR application is being processed.

What to Do If You Can't Afford the New Rate

If the 2026/27 increase pushes your bill beyond what you can manage, check whether you qualify for Council Tax Reduction. Even partial support can ease the pressure. And if you're not eligible for CTR because your household income is above the means-test threshold but below £60,000, the Council Tax Cost of Living Relief Fund may offer a smaller annual credit if you meet its other conditions, including savings below £16,000, being named on the bill, and living in Tower Hamlets and being named on the bill since before 1 April 2024.
