Tower Hamlets Council Tax Reduction: How the Scheme Works in 2026/27
Tower Hamlets runs one of the most generous Council Tax Reduction schemes in London. Where neighbouring boroughs like Brent cap support at 65% and Barking and Dagenham at 63%, Tower Hamlets still covers up to 100% of your council tax — meaning your bill could drop to zero if you qualify.
What Tower Hamlets Council Tax Reduction Actually Is
Council Tax Reduction (CTR) — sometimes still called Council Tax Support — is a means-tested rebate applied directly to your council tax account. It is not a cash payment. The council calculates what you owe, applies your CTR award as a credit, and you pay whatever remains.
The scheme operates under Section 13A of the Local Government Finance Act 1992. Tower Hamlets sets its own rules for working-age residents, while pension-age residents follow national rules set by central government.
For 2026/27, the council confirmed no changes to the working-age scheme. The 4.99% council tax increase (2.99% general plus 2.00% Adult Social Care precept) hits bills across all bands, and CTR can reduce some or all of the charge depending on your assessed award.
Key Numbers for 2026/27
The working-age scheme uses a traditional means test — not the income-banded grids that some councils have moved to. Here is what matters:
- Maximum award: 100% of your eligible council tax liability
- Mandatory minimum payment: £0 (no minimum)
- Savings/capital limit: £6,000 (working-age); £16,000 (pension-age, with capital above that disregarded for Guarantee Credit recipients)
- Taper rate: 20% of excess income above your applicable amount
- Self-employed minimum earnings floor: 35 hours × National Minimum Wage (after 12 months trading)
If your income sits at or below the applicable amount for your household type, you get the full award. Above it, the council subtracts 20p for every £1 of excess income.
Who Qualifies
You need to meet three basic conditions:
- You are liable for council tax on a property in Tower Hamlets (your name is on the bill)
- You occupy that property as your sole or main home
- Your capital and savings are within the limit: no more than £6,000 for working-age applicants; for pension-age applicants, capital above £16,000 is disregarded if you receive Guarantee Credit
Being on Universal Credit does not automatically qualify you — UC and CTR are entirely separate systems. You must apply for CTR directly through Tower Hamlets Council, even if the DWP shares your data.

How CTR Differs from Other Discounts
CTR is not the same as the Single Person Discount (a flat 25% off for sole adult occupants), the Council Tax Cost of Living Relief Fund (a separate discretionary scheme for households with total gross household income under £60,000), or any property band challenge through the Valuation Office Agency.
These all stack in a specific legal order: statutory exemptions first, then personal discounts like SPD, then any Disabled Band Reduction, then finally the CTR means-test on whatever liability remains.
What Happens Next
To claim, you complete the online application through the Tower Hamlets benefits portal and provide evidence of your income, savings, and household makeup. The council aims to process claims within 14 days of receiving all evidence.
