Student Council Tax Exemption in West Northamptonshire

Full Exemption for All-Student Households

If every resident in your West Northamptonshire property is a full-time student, the entire household is exempt from Council Tax under Class N. The bill drops to zero. This applies to shared student houses, couples where both partners are students, and students living alone.

"Full-time" means the course lasts at least one academic year (or one calendar year if the institution does not use academic years), is normally attended for at least 24 weeks in each academic year, and requires an average of at least 21 hours a week of study, tuition, work experience, or a combination of these. WNC applies the definition in the Council Tax (Discount Disregards) Order 1992.

Student Disregard in Mixed Households

If you live with non-students, the student residents are "disregarded" — they do not count toward the number of adults in the property. This can unlock discounts for the remaining residents:

  • One student, one non-student: the non-student gets the 25% Single Person Discount
  • One student, two or more non-students: no single-person discount, but the student is excluded from non-dependant deduction calculations for Council Tax Reduction
  • One non-student, all others students: the non-student qualifies for SPD and can also apply for Council Tax Reduction based on their own income

Student status does not by itself determine who is liable. Only the person legally liable for the Council Tax (or their partner) can claim LCTRS; check whose name is on the bill. If you are a non-student living with student housemates and are liable, you can claim any discount and means-tested reduction you qualify for.

What Evidence WNC Requires

WNC needs a Certificate of Full-Time Education (sometimes called a student status letter or council tax exemption certificate) issued directly by your university or college. Most institutions produce these through their student portal or registry office — you typically request one specifically for council tax purposes.

The certificate must confirm:

  • Your full name
  • The course title
  • The start and expected end dates
  • That the course is full-time (meeting the hours threshold)

For the Class N exemption, WNC requires the Certificate of Full-Time Education from the institution; an enrolment email, UCAS offer, or student finance award letter does not replace that certificate.

If you have multiple student residents, each one needs their own certificate. WNC checks each individually before granting the Class N exemption.

During Holidays and After Graduation

The student disregard and Class N exemption can continue during vacations if the students retain a tenancy or licence to occupy the property and have used, or intend to use, it as term-time accommodation.

After graduation or withdrawal from the course, the exemption ends. If your course ends in June, you become liable for Council Tax from the day after your course end date (or the day you formally withdraw). Report this as a change of circumstances to WNC within 21 days.

Graduates on low incomes who remain in West Northamptonshire should apply for Council Tax Reduction immediately — the transition from student exemption to full liability can create an unexpected bill.

Part-Time Students and Postgraduates

Students under 20 in part-time or full-time education are disregarded for Council Tax discount purposes even if their course does not meet the full-time test. Part-time study alone does not qualify a household for the Class N exemption. A part-time student aged 20 or over is counted as an adult for the discount calculation unless another disregard applies.

However, part-time students on low incomes can claim Council Tax Reduction through WNC's means-tested scheme if they are legally liable for the bill. Student loans are treated as income under WNC's scheme; the loan is apportioned over the relevant weeks and £10 a week is disregarded. Specific grant components have their own rules.

Postgraduate students qualify for the disregard if their course meets the full-time criteria above. PhD and research students must meet the same criteria and provide the institution's certificate of full-time education.

Applying for the Exemption

Submit your Certificate of Full-Time Education to WNC at [email protected] or upload it through the Council Tax section of the WNC online portal. Include your Council Tax account number and the names of all student residents at the property.

For shared student houses, coordinate with your housemates — WNC needs all certificates before granting Class N. If one housemate's certificate is missing, the exemption cannot be applied to the property, though the disregard can still apply to individual students.

Our West Northamptonshire Council Tax Reduction guide covers how student exemptions and disregards interact with other reliefs for households transitioning between student and non-student status.
