Stockport Council Tax Carer Discount and Single Person Discount
The Single Person Discount and the Carer Disregard are two of the most widely available Council Tax reductions in Stockport — and they're not means-tested, so your income and savings don't matter. They work differently from Council Tax Support, but they can stack with it. Many people claim one and miss the other.
The 25% Single Person Discount
If you're the only adult counted as living in your property, you get a flat 25% off your Council Tax bill. In a Band D property in Stockport for 2026/27, that's £654.73 off a bill of £2,618.90.
"Only adult" doesn't necessarily mean you live alone. Certain people are disregarded — not counted — for Council Tax purposes:
- Full-time students (enrolled on a course of at least 21 hours per week for at least 24 weeks)
- People with a severe mental impairment (SMI) who've been certified by a doctor and receive a qualifying benefit
- 18 and 19 year olds in qualifying full-time education, and those who leave school or college between 1 May and 31 October (the disregard continues until 1 November)
- Live-in carers (see below)
- Diplomats, members of visiting forces, and certain religious community members
So if you live with an adult child who's a full-time university student, or with a relative who qualifies as SMI, you can claim the Single Person Discount even though they're physically present in the household.
How to Claim
Apply online through stockport.gov.uk — search for "single person discount." You'll need to confirm who lives at the property and provide evidence for anyone you're claiming should be disregarded (student certificates, SMI medical certificates, etc.).
The council does periodic reviews and cross-checks with the electoral register, so make sure your discount is legitimate and report promptly if someone moves in who shouldn't be disregarded.
The Carer Disregard
A live-in carer who meets specific conditions is "disregarded" for Council Tax purposes — they're not counted as an adult resident. This can trigger or maintain the Single Person Discount for the person they care for.
To qualify for the carer disregard, the carer must:
- Provide care for at least 35 hours per week
- Live in the same property as the person they care for
- Not be the partner of the person they care for (spouses and civil partners can't use this)
- Care for someone who receives Attendance Allowance, the highest or middle rate care component of DLA, either rate of PIP daily living component, or Armed Forces Independence Payment
The carer doesn't need to be receiving Carer's Allowance — the test is about the hours of care and the care recipient's qualifying benefit, not the carer's own benefit status.
Practical Effect
Take a typical scenario: a widowed parent in a Band D property with their adult daughter living with them as a full-time carer. Without the carer disregard, two adults live in the property — no discount. With the disregard, the daughter doesn't count, and the parent gets the 25% Single Person Discount — saving £654.73 per year in 2026/27.
If the parent is also on low income, the Single Person Discount reduces the base liability before Council Tax Support is calculated. This means the support scheme covers a smaller bill, but the overall saving is greater because the 25% discount is guaranteed while support can fluctuate with income changes.
Stacking Discounts With Council Tax Support
Status-based discounts (Single Person Discount, Carer Disregard, SMI disregard) are applied before means-tested Council Tax Support is calculated. The calculation order matters:
- Start with the gross Council Tax bill for your band
- Apply any status-based discounts (25% Single Person Discount, Disabled Persons Relief)
- Apply the Band A or Band B cap (unless Disabled Persons Relief removes the cap)
- Calculate Council Tax Support on the resulting figure
- Subtract any non-dependant deductions
Because discounts reduce the starting figure, they can bring a higher-band property within the Band A cap without losing any support entitlement. A Band C property at £2,327.91, minus the 25% Single Person Discount, becomes £1,745.93 — exactly the Band A cap level. Council Tax Support can then potentially cover the entire remaining bill.

What Many Carers Miss
Informal carers often qualify for both the carer disregard (reducing the household's adult count) and an exemption from non-dependant deductions on the care recipient's Council Tax Support. If you or your partner receive Attendance Allowance, DLA care component, PIP daily living, or Armed Forces Independence Payment, no non-dependant deduction is applied to your Council Tax Support for anyone living with you — including the carer.
This double benefit — no non-dependant deduction plus the Single Person Discount via the carer disregard — is one of the most overlooked combinations in the Stockport scheme.
The Stockport Council Tax Reduction guide maps out exactly which discounts and exemptions apply to your household type and shows how they interact with the means-tested support calculation.
