South Gloucestershire Council Tax Arrears: What to Do and Where to Get Help

Council Tax Arrears Are Serious — But There's a Way Through

Council tax debt is a priority debt in England, meaning it's treated more seriously than credit cards or personal loans. South Gloucestershire Council has legal powers to recover unpaid council tax through the courts, and the enforcement process moves faster than many people expect.

If you're behind on payments, the most important thing you can do right now is get free debt advice before the situation escalates. This article explains the enforcement stages and where to find help — but it is not debt advice, and if enforcement is underway, professional support is essential.

The Enforcement Stages

The typical sequence in South Gloucestershire:

  1. Reminder notice — sent after a missed payment, giving you 7 days to pay. If you do not pay within that time, the remaining year's balance can become due and you may lose the right to pay by instalments
  2. Further missed payments — the council sends a second reminder if you miss another payment. If you miss a payment for the third time, it sends a final notice requiring the full year's balance
  3. Summons — the council applies to the Magistrates' Court. You'll receive a summons with a hearing date, plus court costs added to your bill
  4. Liability order — granted by the court, giving the council expanded recovery powers
  5. Enforcement action — the council can instruct bailiffs (enforcement agents), apply for an attachment of earnings or benefits, or in extreme cases pursue committal proceedings

What to Do at Each Stage

If you've had a reminder or final notice: Contact South Gloucestershire Council immediately to ask about a payment plan. Email [email protected] or call 01454 868003. The council may be able to reschedule your payments, but it does not have to agree to smaller payments.

You can also request to spread your annual bill over 12 months instead of 10 — email [email protected] with your name, address, and 9-digit billing reference.

If you've received a summons or liability order: Get free debt advice immediately. A liability order gives the council powers you'll struggle to negotiate against alone. The free services below have experience dealing with councils and can often arrange manageable repayment plans.

If bailiffs have been instructed: Do not ignore the letters. You usually do not have to open your door or let an enforcement agent in, but they may still take goods from outside your home. Contact a free debt adviser before the visit if possible.
