Shropshire Council Tax Student Exemption: Who Qualifies and How to Apply
Who Gets a Student Exemption in Shropshire
Council tax student exemptions are a national statutory provision, not part of Shropshire's local Council Tax Reduction scheme. The rules apply uniformly across England, and Shropshire Council administers them for properties within its boundary.
A property is entirely exempt from council tax (Class N exemption) if every resident is a qualifying full-time student. "Full-time" means enrolled on a course of at least one academic year's duration, with at least 21 hours of study per week (or 12 hours for courses below degree level). University students, college students, and student nurses all qualify, provided the course meets those thresholds.
If you live alone and are a full-time student, the property is exempt — no council tax to pay at all.
Mixed Households: Students Living with Non-Students
Most student council tax questions involve mixed households. When a full-time student shares a property with someone who is not a student, the exemption does not apply to the whole property. Instead, the student is "disregarded" — counted as if they do not live there — for council tax discount purposes.
The practical effect: if the only non-student in the property is the bill-payer, the property qualifies for a 25% Single Person Discount (because the student is disregarded, leaving one countable adult). If two or more non-students live there, there is no discount — the full bill applies regardless of how many students are also in the property.
This matters for couples where one partner is studying and the other is working. The working partner remains liable for the full bill minus the 25% Single Person Discount.
Part-Time Students and Council Tax Reduction
Part-time students do not qualify for the student exemption or disregard. However, if you are a part-time student on a low income, you may qualify for Council Tax Reduction through Shropshire's means-tested scheme. Working-age claimants can receive up to 80% support (or 100% if they are in a protected vulnerable group). Your student income is included in the means test, but student loans have specific disregard rules — the portion for tuition fees and certain maintenance elements may be excluded.

How to Apply for the Exemption
Contact Shropshire Council's revenues team with a student certificate from your university or college. Most institutions issue these specifically for council tax purposes — they confirm your name, the course title, the start and expected end dates, and the number of study hours per week.
Apply through the CitizenAccess portal at shropshire.gov.uk or call 0345 678 9002. The exemption runs for the duration of your course and any vacation periods within it (including the summer holiday between academic years, provided you are enrolled for the following year).
If your course ends mid-year, your exemption stops and you become liable for council tax from that point. Check whether you then qualify for Council Tax Reduction based on your income — graduating into unemployment is one of the most common triggers for a first CTR application.
What About Council Tax Reduction Alongside the Exemption
You cannot receive both a full Class N exemption and Council Tax Reduction on the same property — if the property is exempt, there is nothing to reduce. But if the exemption does not fully cover your situation (a mixed household, or a part-time student), Council Tax Reduction may apply to whatever liability remains.
