Shropshire Council Tax Reduction for Carers: What Support Is Available

Council Tax Support for Carers in Shropshire

If you are a carer living in Shropshire, you may qualify for Council Tax Reduction through the same means-tested scheme as other working-age residents. But there is an important distinction to understand: being a carer does not automatically place you in a protected vulnerable group under Shropshire's scheme. The 80% maximum award cap (with a 20% minimum payment) applies to working-age carers unless you also receive one of the four qualifying benefits: Severe Disability Premium, ESA Support Component, UC LCWRA element, or a War Pension.

That said, there are specific ways that caring responsibilities interact with both the Council Tax Reduction scheme and other council tax discounts.

Carer's Allowance and the Means Test

Carer's Allowance (currently £81.90 per week) is counted as income in Shropshire's Council Tax Reduction calculation. Because the scheme applies zero earnings disregards for working-age claims, Carer's Allowance feeds directly into the means test. For some low-income carers, this can reduce their support — a frustrating outcome when caring responsibilities prevent full-time work.

However, if you receive the carer element within Universal Credit instead of standalone Carer's Allowance, the treatment is slightly different. Your full UC award (including the carer element) is assessed, but Shropshire's £10-per-week tolerance threshold applies, meaning small fluctuations in UC do not trigger constant recalculations of your Council Tax Support.

If you are caring for someone who receives a disability benefit and you live in the same property, check whether the person you care for qualifies the household for the Severe Disability Premium or whether they receive ESA with the Support Component. If so, the household may gain the 100% maximum award exemption — even though the exemption is tied to the disabled person's benefit status rather than your caring role.

Council Tax Disregard for Live-in Carers

Certain carers can be "disregarded" — treated as if they do not live in the property — for council tax purposes. This is a separate scheme from Council Tax Reduction and applies specifically to:

  • A person who provides care for someone who receives the higher or middle rate of DLA care component, the daily living component of PIP at either rate, or Attendance Allowance.
  • The carer must live in the same property as the person they care for.
  • The carer must not be the partner of the person they care for, and not a parent of a child under 18 who they are caring for.

If the only other adult in the property besides the cared-for person is a disregarded carer, the property qualifies for a 25% Single Person Discount — because the carer is treated as not being there. If the cared-for person themselves qualifies for a Severe Mental Impairment disregard, the property could even qualify for a full exemption.

How to Claim

The process is the same for all Shropshire residents: apply through the CitizenAccess portal at shropshire.gov.uk, or call 0345 678 9002 for assistance. When applying, provide:

  • Your Carer's Allowance award letter (or UC statement showing the carer element)
  • The disability benefit award letter for the person you care for (this helps the council assess whether the household qualifies for any protected group exemptions)
  • Standard evidence: identity documents, bank statements for three months, payslips if you also work

If you believe you qualify for a council tax carer disregard, you will need to apply for that separately from Council Tax Reduction — contact Shropshire Council's revenues team to request the disregard.

Combining Multiple Reductions

Carers can potentially benefit from several council tax reductions simultaneously: Council Tax Reduction (up to 80% or 100%), Single Person Discount (if applicable through the carer disregard), and a Disability Band Reduction (if the property has been adapted). These stack — they do not replace each other.
