Shropshire Council Tax Reduction Income Limits and Calculator

Shropshire Council doesn't publish a simple income cut-off for Council Tax Reduction — because there isn't one. The scheme uses a means test that weighs your income, household size, and savings against benchmark figures. The result depends on your specific numbers, not a single threshold.

How the Means Test Works

The council follows a structured sequence to calculate your award:

Step 1 — Gross income: Everything comes in. Wages, Universal Credit payments, Child Benefit, and any unearned income are added together into a weekly total.

Step 2 — Statutory deductions: Income Tax, National Insurance, and 50% of any pension contributions are subtracted. Here's where Shropshire differs from most councils: it applies zero earnings disregards. In a standard Housing Benefit calculation, you'd get £5 to £25 per week ignored. In Shropshire's working-age scheme, every pound of net earnings counts.

Step 3 — Comparison: Your resulting net weekly income is compared against your applicable amount — a benchmark figure set nationally, based on your age, whether you're single or a couple, and how many dependent children you have.

Step 4 — Award calculation: If your net income is at or below the applicable amount, you receive the maximum award (80% of your Council Tax liability for standard working-age claims, 100% for protected groups). If your income exceeds the applicable amount, the excess is tapered — reducing your award by 20p for every £1 above the threshold.

Step 5 — Minimum award check: If the calculated award comes out below £1.50 per week, you get nothing. The council rounds down to zero rather than paying tiny amounts.

What Counts as Income (and What Doesn't)

Shropshire's scheme counts more income than you might expect:

Fully counted: wages (after tax/NI/pension), Universal Credit standard allowance and elements, Child Benefit (£27.05/week for the eldest or only child in 2026/27), most unearned income, tariff income from savings above £6,000.

Fully ignored: Disability Living Allowance, Personal Independence Payment, War Pensions, Armed Forces Compensation Scheme payments, Bereavement Support Payments. These never enter the calculation.

The Child Benefit inclusion is a significant local choice — Shropshire Council counts it in full as unearned income, which reduces awards for every family with children. A public consultation ran from September to October 2026 about potentially disregarding it from 2027/28, but for this financial year it's still counted.

The Capital Limits

Savings work on two thresholds:

  • Below £6,000: Ignored entirely. No effect on your claim.
  • £6,000 to £10,000: A tariff income of £1 per week is added to your assessed income for every £250 (or part thereof) above £6,000. So £8,000 in savings adds £8/week to your income figure.
  • Above £10,000: Automatic disqualification. You cannot claim at all.

Capital includes bank balances, building society accounts, shares, and property other than your home. Joint accounts with a partner are assessed at 50% each unless the council has evidence of a different split.

Estimating Your Award

Without an official calculator for Shropshire's specific scheme, you can rough out the numbers yourself:

  1. Find your Council Tax band charge from your latest bill (include all precepts — Shropshire Council, police, fire, and any parish).
  2. Subtract any Single Person Discount (25%) if applicable.
  3. Multiply the remaining liability by 80% — that's your maximum possible award (100% if you're in a protected group).
  4. Calculate your net weekly income using the steps above.
  5. If your income exceeds your applicable amount, subtract 20% of the excess from the maximum award.

Free online calculators from entitledto and Turn2us can give a rough estimate, though they may not capture every Shropshire-specific local rule. The council's own decision notice, once you apply, will show the exact calculation.

Our Shropshire Council Tax Reduction Guide includes a worked income-and-expenditure worksheet that mirrors the council's own calculation sequence, so you can estimate your award before applying and spot errors in the decision notice afterwards.
