Shropshire Council Tax Reduction Working Age Scheme Explained
Shropshire's Council Tax Reduction scheme for working-age residents is one of the stricter local schemes in England. If you're below State Pension age and claiming support, you're on the council's own rules — not the more generous national framework that pension-age claimants get. Here's what that means in practice for 2026/27.
The 80% Maximum Award
For a standard working-age claim, Council Tax Reduction is capped at 80% of eligible Council Tax liability, leaving at least 20% payable. Protected groups can qualify for up to 100%, and the council can separately consider a Section 13A hardship reduction.
Using Shropshire Council's Band A element alone (£1,312.73 in 2026/27; local precepts excluded), the 20% amount is about £263 per year without a Single Person Discount, or about £197 with it. Precepts vary by area, so the amount on your full bill will be higher.
This cap has been in place since Shropshire localised its scheme in 2013, replacing the national Council Tax Benefit that offered up to 100%. The council reviews the percentage annually but has maintained the 80% ceiling since introduction.
Four Shropshire-Specific Rules That Affect Your Award
Beyond the 80% cap, Shropshire's working-age scheme has local departures from what you might expect based on other benefits:
1. Zero earnings disregards. Under Housing Benefit rules, you'd get £5–£25 per week of wages ignored. In Shropshire's working-age CTR scheme, that disregard is set to £0. Every pound of net earnings (after tax, NI, and half of pension contributions) counts against you in the means test.
2. Child Benefit counted as income. For 2026/27, all Child Benefit is assessed as unearned income. Many councils disregard it. Shropshire doesn't — yet. A consultation ran through October 2026 about changing this from 2027/28.
3. De minimis award refusal. If the calculation produces an award below £1.50 per week, you get nothing. The council doesn't pay tiny amounts — they round down to zero.
4. Universal Credit tolerance threshold. Monthly UC fluctuations of £10 per week or less (about £43 per month) don't trigger a recalculation. Your award stays the same until the variation exceeds that threshold.
How It Differs from the Pension-Age Scheme
If you've reached State Pension age, none of the above applies. Pension-age Council Tax Reduction follows nationally prescribed regulations:
- Awards can reach up to 100% (no 80% cap)
- Standard earnings disregards apply
- Backdating is automatic for up to three months (working-age is capped at one month with good cause)
- The calculation follows the old Council Tax Benefit framework more closely
Mixed-age couples (one partner below pension age, one above) are generally assessed under working-age rules unless they've maintained continuous legacy benefit entitlement from before May 2019.

Protected Groups: The Exception to the 80% Cap
Four categories of working-age household can bypass the 80% cap and receive up to 100%:
- ESA Support Component recipients
- UC LCWRA element recipients
- Severe Disability Premium recipients (or underlying SDP entitlement in UC)
- War Pension or Armed Forces Compensation Scheme recipients
If you qualify under any of these, the scheme treats you like a pension-age claimant for the purpose of the maximum award percentage. You'll need to provide the relevant DWP or Veterans UK award notice.
The Financial Emergency Context
Shropshire Council declared a formal financial emergency in September 2025, receiving over £190 million in Exceptional Financial Support from central government across 2025/26 and 2026/27. The council was granted permission to raise Council Tax by 8.99% without a referendum — nearly double the normal 4.99% cap.
For standard, non-protected working-age claims, this means the base bill you're assessed against has risen sharply. The 20% minimum payment is 20% of a higher figure than last year. The scheme parameters (80% cap, zero disregards, Child Benefit inclusion) haven't changed to compensate.
