Sefton Council Tax Reduction for Carers
How Carer's Allowance Affects Your CTR
Carer's Allowance pays £86.45 per week (2026/27 rate) and is counted as income in Sefton's Council Tax Reduction means test. That part is straightforward — the council includes it alongside any other income when comparing your total against the applicable amount.
But receiving Carer's Allowance also triggers a Carer Premium in your applicable amount calculation. The applicable amount is the threshold representing your household's basic living needs. Income below it means you get the full 84% CTR award; income above it triggers the 20p-per-£1 taper.
The Carer Premium raises that threshold. So while the allowance itself is counted as income, the premium offsets it by increasing the amount of income you can have before the taper starts. In many cases, the premium more than compensates — particularly for carers with no other earnings.
Universal Credit Carer Element
If you claim Universal Credit with the Carer Element (£209.34 per month in 2026/27), the interaction works differently. Sefton Council uses DWP Universal Credit data feeds to assess your CTR. The UC Carer Element increases the amount DWP considers you need to live on, which feeds through to a higher applicable amount in the CTR calculation.
The practical effect is similar: being recognised as a carer raises your threshold, which means the taper starts later and your CTR stays higher.
Remember that Universal Credit does not include a council tax element. You must apply for CTR separately with Sefton Council — it is not automatic, even when the council receives a DWP data feed about your UC claim.
The Carer Disregard for Council Tax Itself
Separate from CTR, carers who provide care for someone in the same property can qualify for a carer disregard on the council tax bill. If you meet the conditions — you provide at least 35 hours of care per week to someone (not your spouse/partner or a child under 18) who receives the higher or middle rate DLA Care, PIP Daily Living (either rate), or Attendance Allowance — you can be disregarded for council tax purposes.
Being disregarded means you don't count when the council works out how many adults live at the property. If you are the only other adult besides the person you care for, the property qualifies for the 25% Single Person Discount even though two adults live there.
This discount is applied before CTR. So the 84% maximum is calculated on the already-reduced bill — the two protections compound rather than overlap.

Minimum Income Floor Exemption for Self-Employed Carers
Sefton may apply a Minimum Income Floor (MIF) to established self-employed working-age claimants who are not receiving Universal Credit and whose business has run for more than 12 months. The council assumes earnings equivalent to 35 hours per week at the National Minimum Wage, less tax and National Insurance, even if your actual income is lower.
Carers who receive Carer's Allowance are exempt from the MIF. If you run a small business alongside caring responsibilities, the council assesses your actual self-employed earnings rather than imposing the minimum income assumption. This is a significant protection for carers who fit paid work around unpredictable caring schedules.
The 16% Minimum Payment Still Applies
Even with every carer-related protection — the Carer Premium, the carer disregard, the MIF exemption — the base scheme leaves a 16% minimum payment. Discretionary hardship relief may help if you cannot afford it.
If that residual bill is more than you can manage alongside caring costs, apply for the Exceptional Hardship Fund. You will need to submit a detailed income and expenditure breakdown showing that the 16% creates genuine financial hardship — include care-related costs like travel, specialist equipment, and respite cover.
What to Do Next
Check whether the carer disregard applies and ask Sefton to assess it alongside your CTR claim. The disregard is applied before CTR is calculated, so the means test uses the reduced liability.
Apply for CTR online through the Sefton portal, making sure your Carer's Allowance or UC Carer Element award letter is included as evidence. The council needs to see the qualifying benefit to apply the premium correctly.
Our Sefton Council Tax Reduction guide covers every carer-related protection in the scheme, with step-by-step evidence preparation and the exact documents you need to get the premium and disregard applied from day one.
