Sandwell Council Tax Debt and Arrears — Free Help and What to Do First

If You're Behind on Council Tax

Council tax arrears escalate faster than most household debts. If you miss an instalment, Sandwell may send a reminder or final notice. If you don't pay the amount due within seven days of that notice, you lose the right to pay by instalments and the full remaining annual balance becomes due. After that: a court summons, a liability order, and potential enforcement agent (bailiff) referral.

The most important thing to do is act before enforcement starts. Every step the council takes adds costs to your account and reduces your options.

Step 1: Call a Free Debt Advice Service

Before you call the council, call an independent debt adviser. They can negotiate on your behalf, help you understand your rights, and often achieve better outcomes than you'd get alone.

National Debtline: 0808 808 4000 — free phone advice, plus online tools and sample letters at nationaldebtline.org

StepChange Debt Charity: 0800 138 1111 — free debt advice and debt management plans at stepchange.org

Citizens Advice Sandwell & Walsall: 0121 726 3408 — in-person appointments at offices in Oldbury, Smethwick, Wednesbury, Tipton, and Cradley Heath. Their debt line is 0800 240 4420.

Sandwell Welfare Rights Team: 0121 569 3158 — specialist benefit casework for Sandwell residents. They can check whether you're receiving all the benefits and reductions you're entitled to, which sometimes eliminates the arrears entirely.

These services are free, confidential, and independent. None of them charge fees.

Step 2: Check Whether You Should Be Claiming CTR

A surprising number of people in council tax debt are eligible for Council Tax Reduction but never applied. If you're on a low income, receiving Universal Credit, or have savings under £3,000, you may qualify for a reduction of up to 85% of your bill.

Claiming CTR won't erase existing arrears, but it reduces your ongoing liability — which makes the arrears manageable. If you can backdate the claim (up to six months for working-age, three months for pension age), that reduces the arrears balance too.

Apply at sandwell.gov.uk/claimctr immediately. Don't wait until the debt is resolved.

Step 3: Request a Payment Plan

Contact the council's debt helpline on 0121 569 5333. Before a summons, you can ask to arrange payment of an unsummonsed balance; the council's arrangement form will not let you pay beyond 31 March. Sandwell also lets residents choose 12 monthly instalments for their annual bill instead of 10.

If a liability order is already in place, the council (or the enforcement agent) can still agree a payment plan, but the options narrow and court costs have been added to the balance.

Step 4: Apply for Discretionary Hardship Relief

If the arrears stem from genuine financial hardship — not just late payment — Sandwell's Section 13A(1)(c) discretionary relief policy can reduce or remove the outstanding liability. This is separate from standard CTR and requires a dedicated application demonstrating extreme financial difficulty.

You'll need a full income and expenditure breakdown, bank statements, and evidence of your circumstances. See our guide to Sandwell's hardship fund for the full application process.

What Not to Do

Don't ignore the letters. Each enforcement stage adds costs and removes options. A court summons adds £86.50 in summons and court costs to your balance.

Don't pay a commercial "council tax help" company. Everything they do — checking your entitlement, submitting applications, negotiating with the council — is available free through the advice services listed above.

Don't assume enforcement agents can take anything. Bailiffs have rules. They cannot force entry on the first visit for council tax debt, cannot take essential household items, and must follow a strict protocol. But dealing with them is stressful and expensive — the fees stack up fast.
