Salisbury Council Rates Hardship
Rates Relief Options in Salisbury
The City of Salisbury covers a large swathe of Adelaide's northern suburbs — Salisbury, Paralowie, Mawson Lakes, Burton and surrounds. If you're struggling with council rates in the Salisbury area, there are three main pathways: the state concessions through ConcessionsSA, the statutory Seniors Rates Postponement, and Salisbury's own hardship policies.
Salisbury is one of the SA councils that explicitly publishes its postponement interest rate, which makes it easier to calculate exactly what deferring rates will cost before you commit.
The 6.85% Postponement Interest Rate
SA Seniors Card holders in Salisbury can postpone all council rates above $500 per year under Section 182A of the Local Government Act. Salisbury publishes a compound interest rate of 6.85% per annum on postponed amounts, compounded monthly.
That rate means postponing $2,000 of rates in the first year creates roughly $140 in interest charges by year's end. Over five years, with each year's rates added to the balance, the total debt grows meaningfully. For someone planning to stay in their home for 10+ years, the compound effect needs careful attention.
The postponed balance remains a charge against your property title. It's repaid when the property is sold or transferred. Your council cannot refuse the postponement if you meet the statutory requirements — it's a legal right, not a discretionary concession.
Salisbury Hardship Policies
Under Section 182 of the Local Government Act, Salisbury offers discretionary hardship relief for ratepayers in financial difficulty. This applies to everyone, not just seniors or pensioners. Salisbury's hardship assistance includes:
- Flexible payment arrangements tailored to your income and expenses
- Fine and interest waivers on overdue amounts where genuine hardship is demonstrated
- Discretionary remissions in exceptional circumstances (rare, and typically requires a financial counselling assessment)
To apply, contact Salisbury's rates department and ask for a hardship application. Be prepared to provide income and expense details. The council may direct you to the National Debt Helpline (1800 007 007) for free financial counselling before granting a remission.
