NT Council Rates Hardship — Payment Plans and Rate Deferrals
Council Hardship Is Separate From the NTCS Concession
The NT Concession Scheme gives eligible members a $200 rates cap and a garbage concession. But if that is not enough — and for many ratepayers paying $1,500 or more in rates, it is not — your local council has its own financial hardship framework under the Local Government Act 2019 (NT).
Council hardship relief is discretionary. Each council sets its own eligibility criteria, application process, and available relief options. The one universal rule: you must claim the NTCS concession first. Councils will not consider additional hardship relief until the Territory concession has been applied to your account.

How Rate Deferral Works
When a council approves a rate deferral, your obligation to pay current rates is suspended. The unpaid amount is registered as a charge against your property's land title. Interest is typically waived or frozen while you comply with the deferral conditions.
A deferred balance may be reviewed or become payable when:
- You sell or transfer the property; accrued rate charges must be settled at settlement
- You stop using the home as your principal residence (move out, rent it, or convert it to commercial use), which ends deferral eligibility
- You move into permanent aged care, which triggers a review of the deferral arrangement
- The property passes through your estate after death; deferred rates are a priority debt against the estate, payable before final asset distribution
The accrued balance remains a charge against your property and reduces your equity over time. Think of it as borrowing against your home to cover rates.

If You Are Already in Arrears
If you have fallen behind on rates, contact your council as early as possible. Under Section 260 of the Local Government Act 2019 (NT), unpaid rates can be a preferential charge against land and may lead to legal recovery or property-sale proceedings. Do not ignore rate demands.
If the situation is severe — multiple years of arrears, debt collection notices, or legal demands — contact the National Debt Helpline on 1800 007 007 for free, confidential financial counselling. Anglicare NT and Darwin Community Legal Service also provide accredited financial counselling across the Territory.
