Free Council Tax Advice in Redbridge: Citizens Advice, Lynton House, and Other Options

If you need help with council tax in Redbridge — whether that's understanding your bill, applying for a reduction, or dealing with arrears — there are several free services available. The challenge is knowing which one handles what, because each has a different remit and a different way of accessing it.

Citizens Advice Redbridge

Citizens Advice Redbridge provides free, independent advice on council tax issues including CTR applications, benefit entitlement checks, appeals, and debt problems. They're separate from the council and can advocate on your behalf.

How to access:

  • Phone: 0808 278 7872
  • In-person appointments: Booked sessions at the Gants Hill Engagement Hub (Redbridge Institute, Gaysham Avenue, IG2 6TD), Wednesdays and Thursdays, 9:00am–4:00pm

A key point: Citizens Advice Redbridge does not operate open public drop-in centres in Ilford. If you turn up at Lynton House expecting Citizens Advice, you'll find the council's own staff instead. The two organisations are separate. Citizens Advice can help you challenge a council decision; the council's staff administer the scheme but can't advise you independently.

If your issue involves debt — a liability order, enforcement agents, or multiple bills you can't pay — Citizens Advice can refer you to their specialist debt team or to one of the national services listed below.

Redbridge Engagement Hubs (Assisted Digital)

For residents who struggle with the online application process — whether due to language barriers, limited digital access, or disabilities — Redbridge operates Engagement Hubs with assisted digital support:

  • Ilford Engagement Hub: Jubilee Gardens, Ilford Lane, IG1 2HX
  • Gants Hill Engagement Hub: Redbridge Institute, Gaysham Avenue, IG2 6TD

Hub staff can help you navigate the NEC online portal, upload evidence documents, and complete the CTR application form. They can also assist with other council services. Access is typically by appointment — call the council to book.

Lynton House Benefits Office

The Redbridge Benefits Service is based at Lynton House, 255–259 High Road, Ilford, Essex IG1 1NN. This is the council's own office — the team that processes CTR applications, issues decisions, handles internal reviews, and administers the Exceptional Hardship Payment scheme.

What they can help with:

  • Questions about your CTR application status
  • Understanding a decision letter
  • Requesting an internal review of a CTR decision
  • Applying for an Exceptional Hardship Payment
  • Reporting a change of circumstances

What they can't do:

  • Give you independent advice about whether to appeal their own decision (that's Citizens Advice territory)
  • Provide debt counselling or negotiate with enforcement agents on your behalf

Most interactions with Lynton House happen online or by phone. If you need to attend in person, check current opening arrangements with the council first.

Free Debt Advice Agencies

If your council tax situation involves arrears, a summons, a liability order, or enforcement agents, you need specialist debt advice — not council tax application help. These agencies are free, confidential, and accredited:

  • StepChange Debt Charity: 0800 138 1111 (free, Monday–Friday 8am–8pm, Saturday 9am–2pm) or stepchange.org. They provide structured debt management plans and can negotiate with the council on your behalf.
  • National Debtline: 0808 808 4000 (free, Monday–Friday 9am–8pm, Saturday 9:30am–1pm). Phone-based advice and self-help resources for managing council tax and other priority debts.
  • Christians Against Poverty (CAP): Free debt help through local church partners. Find your nearest centre at capuk.org.

Council tax is classified as a priority debt, meaning it takes precedence over credit cards, loans, and most other household bills. Debt advisers treat it accordingly and can help you access the Breathing Space scheme (60 days' protection from enforcement) if you qualify.

Online Benefit Calculators

Before you apply for CTR, two free online tools can give you a rough estimate of what you might be entitled to:

  • Entitledto (entitledto.co.uk) — covers council tax support alongside other benefits
  • Turn2us (turn2us.org.uk) — includes a benefits calculator and grants search

These calculators use national rules as a baseline and may not perfectly reflect Redbridge's specific five-tier scheme, but they'll tell you whether CTR is worth applying for. The actual calculation is done by the council once you submit a formal application.
