How to Appeal a Council Tax Reduction Decision in Redbridge
When You Can Challenge a Decision
You can dispute any formal Council Tax Reduction decision the council makes — a refusal, a tier placement you disagree with, a non-dependant deduction you think is wrong, a backdating rejection, or a reassessment that reduced your award. The right to challenge applies to any decision letter issued by the Redbridge Benefits Service.
The two-stage process: internal review first, then an independent tribunal if needed. Both are free.
Stage 1: Internal Review at Lynton House
Write to the Redbridge Benefits Service at Lynton House, 255-259 High Road, Ilford, IG1 1NN. Your letter should include:
- Your Council Tax reference number and National Insurance number
- The specific decision you're challenging (quote the decision date and reference from the letter)
- Why you think it's wrong — cite the facts the council got wrong or the evidence they didn't consider
- Any new evidence that supports your case (payslips, benefit letters, medical records, UC statements)
Be precise about what you want changed. "I think the decision is unfair" gives the review officer nothing to work with. "My award was calculated under Scheme 3 but I receive PIP daily living, which qualifies me for Scheme 1" gives them a specific error to investigate.
The council has two months to respond to your review request. During this period, the existing decision stands — you still owe whatever the current bill says, and ignoring instalments can lead to enforcement action regardless of a pending review.
Stage 2: Valuation Tribunal for England (VTE)
If the internal review upholds the original decision, or the council doesn't respond within two months, you can appeal to the Valuation Tribunal for England. The VTE is an independent judicial body — completely separate from Redbridge Council.
Appeals to the VTE are free. You submit your case online through the VTE's portal or by post. The tribunal reviews the evidence from both sides and makes a binding decision.
The VTE handles Council Tax Reduction disputes specifically. This is different from appealing a Council Tax band (which goes to the Valuation Office Agency) — don't mix up the two routes.

What the Tribunal Can and Can't Do
The VTE can overturn the council's decision and direct them to recalculate your award. It can rule on eligibility, tier placement, deductions, backdating, and any other aspect of how the council applied its own scheme rules.
What it can't do: change the scheme itself. If Redbridge's scheme caps Scheme 3 at 50% and you want 75%, the VTE won't override that — the council is legally entitled to set its own working-age scheme parameters. The tribunal only checks whether the council applied its scheme correctly to your facts.
Practical Tips
Keep copies of everything you send and receive. Note dates. If you submit evidence by post, use recorded delivery. If you send it through the portal, take screenshots confirming upload.
Continue paying whatever your current bill says during the dispute process. A successful appeal leads to a recalculation and credit back to your account, but non-payment during a challenge still triggers the standard enforcement pathway.
