Redbridge Cost of Living Support: Council Tax Help for Low-Income Households

Council tax is one of the biggest fixed costs for Redbridge households — and unlike rent or food, it doesn't flex when your income drops. But there are several overlapping schemes that can reduce what you owe, and most Redbridge residents on low incomes are only claiming one of them when they could be combining two or three.

Every Council Tax Reduction Available in Redbridge

Here's the full list of council tax reductions, discounts, and exemptions that Redbridge residents can claim. They're administered by different teams and through different routes, which is why many people miss one or more:

1. Council Tax Reduction (CTR) — The main income-based scheme. Redbridge's working-age version uses five tiers, reducing your bill by 36% to 73% depending on your income, household composition, and disability status. Means-tested: your earnings and savings determine which scheme you fall into. Apply through the online benefits portal.

2. Single person discount — 25% off if you're the only countable adult in the property. Not means-tested. Apply through the revenues team.

3. Disability band reduction — Drops your assessed band by one tier if your home has been adapted for a disabled resident (an extra room, adapted bathroom, or wheelchair-accessible space). Not means-tested. Apply through the revenues team.

4. Severe mental impairment (SMI) disregard — A person certified as severely mentally impaired is disregarded for council tax counting. If they're the sole resident, the property is fully exempt. If they live with one other adult, the remaining person gets the single person discount. Apply through the revenues team.

5. Exceptional Hardship Payment (EHP) — A discretionary top-up for residents already receiving CTR who still can't manage their remaining bill. Short-term, case-by-case, requires a detailed financial statement. Apply through the online hardship form.

6. Student exemption — Full-time students are disregarded. Properties occupied entirely by students are exempt. Apply through the revenues team with a student exemption certificate.

7. Council tax band challenge — If your property is in the wrong band, a free challenge to the Valuation Office Agency can reduce your bill permanently and generate a multi-year refund. Separate from the council — apply directly through GOV.UK.

How to Stack Reductions

These schemes aren't mutually exclusive. A household can legitimately claim several at once, and they apply in sequence:

  • Band reduction first (disability band reduction lowers the base rate)
  • Statutory discounts next (single person discount takes 25% off the adjusted base)
  • CTR last (applies its percentage to the post-discount amount)
  • EHP on top (discretionary credit against the remaining balance)

The stacking order matters because each percentage reduction applies to a progressively smaller number. A disabled single parent in Redbridge on Scheme 1 CTR, with a disability band reduction and single person discount, can reduce a Band D bill to single-digit pounds per week.

Families on Low Incomes

Working-age parents in Redbridge typically fall into Scheme 2 (out of work with children, up to 60% reduction) or Scheme 4 (working with children and net earnings under £313/week, up to 46% reduction). The children themselves don't affect the CTR calculation directly — it's the parent's income and benefit status that determine the scheme tier.

But children do affect the household picture in other ways:

  • Net earned income for employed applicants is calculated after income tax, National Insurance, and 50% of personal or occupational pension contributions
  • Child Benefit and Child Maintenance are fully disregarded — they don't count as income
  • The UC child element is included in your UC payment figure but doesn't push you into a higher earnings band for CTR

If your income is tight enough to qualify for Universal Credit, it's almost certainly tight enough to qualify for at least one CTR scheme tier. The two claims are separate — UC doesn't include council tax help, and ticking the box on your UC journal is not a substitute for a full CTR application (our post on the UC interaction explains why).

The Redbridge Crisis and Resilience Fund

Separate from council tax reductions, the Redbridge Crisis and Resilience Fund provides emergency help for residents in acute financial difficulty — food vouchers, utility support, and essential household items. It can't be used to pay council tax directly, but if the fund covers other costs, it frees up cash for your council tax bill.

Access is through the council's website or by referral from Citizens Advice Redbridge or another local advice agency.

Where to Start

If you're not currently claiming anything, the highest-impact first step is applying for Council Tax Reduction. It's the largest potential reduction and it opens the door to the Exceptional Hardship Payment if the remaining bill is still unmanageable.

Our Redbridge Council Tax Reduction guide walks through every scheme tier, the evidence you need, and the one-month deadline for submitting documents. It also covers the related discounts and how they interact with CTR.
