Redbridge Council Tax Reduction and Universal Credit

Universal Credit Does Not Cover Your Council Tax

This trips up thousands of claimants every year. Universal Credit replaced Housing Benefit for rent, but it does not include Council Tax support. Council Tax Reduction is a separate local scheme administered by Redbridge Council; when a new UC claimant ticks the Council Tax option, DWP sends the council an initial notification.

If you're on UC and haven't applied separately for Council Tax Reduction, you're paying your full council tax bill out of your UC standard allowance. That's money you don't need to lose.

How the UC-to-Council-Tax Link Actually Works

When you first claim Universal Credit, there's an option to tick a box saying you want to apply for Council Tax Reduction. Here's what that tick actually does — and doesn't do:

New UC claims: The DWP sends an electronic notification to Redbridge Council. If you have no active CTR record, the council can set up a claimant record and invite you to complete the formal online application at eforms.redbridge.gov.uk. That tick is a data-transfer trigger, not an automatic award.

Existing UC recipients: If you're already on Universal Credit and move to Redbridge, you must submit a separate application through the council's portal and provide evidence. Do not rely on the initial-claim tick-box as an application for an existing UC claim.

The practical difference matters. The tick-box does not create an automatic CTR award. The one-month evidence window starts when the council requests evidence, not when you tick the UC option.

What UC Claimants Get Under Redbridge's Scheme

Redbridge sorts working-age claimants into five tiers. Where you land depends on whether you're working, whether you have children, and whether you receive disability benefits. Here's how UC claimants typically fall:

  • UC, not working, no children → Scheme 3, up to 50% reduction
  • UC, not working, with children → Scheme 2, up to 60% reduction
  • UC with PIP/DLA/Attendance Allowance → Scheme 1, up to 73% reduction
  • UC with low earnings and children (net < £313/week) → Scheme 4, up to 46%
  • UC with low earnings, no children (net < £234/week) → Scheme 5, up to 36%

None of these tiers covers 100%. You'll always have a residual bill, and it can be larger than people expect — a Scheme 5 claimant still owes 64% of their annual charge.

The Monthly UC Statement Requirement

To maintain Council Tax Reduction entitlement, claimants must provide the council with their complete monthly Universal Credit Award Statement breakdown. Not just the payment summary — the full breakdown showing components and third-party deductions.

Export it as a PDF from your UC online journal. The council uses the statement to assess your circumstances. A missing or incomplete statement can delay that assessment; report any change in your circumstances to the Benefits Service as soon as it happens.

Variable-income UC claimants should report changes in earnings and provide complete monthly statements when requested. Redbridge assesses the household under its scheme rules, including the relevant earnings threshold and scheme category.

How to Apply if You're Already on UC

Go to eforms.redbridge.gov.uk, navigate to Benefits > New Claim, and complete the application. Have ready:

  • Your latest monthly UC statement (full PDF, all components visible)
  • Proof of identity
  • Your Council Tax reference number
  • Bank statements covering two months (for capital verification)

Submit the requested evidence within one month of the council's request. Redbridge does not send reminder letters before processing or closing incomplete claims; contact the Benefits Service if you cannot provide everything by the deadline.

For the complete step-by-step process including exactly how the five tiers are calculated, how non-dependant deductions interact with UC, and what to do if your circumstances change, our Redbridge Council Tax Reduction guide covers every scenario with worked pound-and-pence examples.
