NSW Council Voluntary Pensioner Rebate (Section 582): Extra Money Beyond the $250 Cap

The statutory $250 pensioner rates rebate hasn't changed since 1993, but many NSW councils quietly offer extra money on top of it. Under Section 582 of the Local Government Act, councils have the power to waive, write off, or reduce additional rates and charges at their own discretion — and a surprising number use it to help local pensioners.

How Voluntary Rebates Work

Section 582 gives councils broad discretionary power to provide additional concessions beyond what Section 575 requires. These voluntary top-ups come entirely from the council's own budget (no state reimbursement), which means they vary widely. Some councils are generous; others offer nothing beyond the statutory minimum.

Ask whether your council applies a voluntary rebate automatically with the approved pensioner concession or requires a separate application. Some councils set a minimum residency period or other eligibility conditions.

Councils That Offer More

Based on published council policies, here are some examples of what's available:

Sutherland Shire Council adds a voluntary supplementary rebate of $105 per year for pensioners who have been ratepayers in the Shire for at least three consecutive years. That brings total ordinary rate relief to $355 per year.

Penrith City Council provides a voluntary rebate that fully covers the local stormwater management charge — $25 for a house or $12.50 for a strata unit. The stormwater charge isn't covered by the statutory rebate, so this is genuine additional money.

Inner West Council offers a 100% voluntary rebate on domestic waste services and stormwater charges for eligible pensioners who have owned and resided in the council area for 10 consecutive years or more. The value depends on the domestic waste and stormwater charges on the rate notice.

City of Parramatta provides a voluntary rebate of $100 per financial year under Section 582 for eligible pensioners who have owned and occupied their property in the LGA for at least 5 consecutive years.

Narromine Shire Council combines statutory and voluntary concessions to reach a total maximum pension rebate of up to $425 per year across rates and local service charges.

How to Find Out What Your Council Offers

There's no central state register of voluntary rebates — each of the 128 NSW councils sets its own policy. The quickest way to find out:

  1. Search your council's website for "pensioner rebate policy" or "rates concession policy" — many publish the full document as a PDF
  2. Call your council's revenue or rates department and ask specifically about Section 582 voluntary concessions for pensioners
  3. Check the annual rate notice — some councils list the voluntary component as a separate line item

If your council doesn't currently offer a voluntary top-up, it doesn't hurt to write to them requesting one. Councils review their hardship and concession policies regularly, and resident feedback is part of that process.

Residency Requirements

Several councils attach residency conditions to their voluntary rebates. For example, Inner West requires 10 years of ownership and residency, while Sutherland Shire requires three consecutive years as a ratepayer. If you've recently moved, you may not qualify for the voluntary component immediately, even though the statutory $250 kicks in as soon as your application is approved.
