NSW Council Pensioner Rates Rebate by Council — What Each LGA Offers

The Statutory Floor Every NSW Council Must Meet

Every one of the 128 local councils in New South Wales must grant the same mandatory pensioner concession under Section 575 of the Local Government Act 1993. The formula is straightforward: 50% of your ordinary rates and domestic waste charges, capped at $250 per year. The state government reimburses councils for half of that amount.

But $250 is where the mandatory concession stops. What separates one LGA from another is whether the council adds its own voluntary rebate on top under Section 582.

City of Sydney

City of Sydney has one of the most generous pensioner concession policies in the state. Beyond the $250 statutory cap, the council offers voluntary rebates that can reach up to 100% reduction on rates for long-term eligible pensioners under specific local policies. Sydney also permits backdating claims to the start of the previous financial year, which most councils restrict.

If you live in the City of Sydney LGA, apply directly through the council's online customer portal or at Town Hall House on George Street. The council's revenue team processes applications within 14 days.

City of Parramatta

Parramatta council grants the $250 statutory rebate plus a voluntary rebate of $100 per year under Section 582 — but only if you have owned and occupied your dwelling in the LGA for at least five consecutive years. That brings the maximum to $350 per year for qualifying long-term residents.

One critical difference: Parramatta explicitly does not backdate rebates beyond the current financial year. If you moved into the LGA recently and only just discovered the rebate, you cannot recover past years. Apply as soon as you receive your first rates notice.

Inner West Council

Inner West Council rewards long residency. If you have owned and lived in the LGA for 10 years or more, the council grants a 100% voluntary rebate on domestic waste and stormwater charges on top of the Section 575 statutory concession. For newer residents who still hold a Pensioner Concession Card or eligible DVA Gold Card, the mandatory $250 cap applies.

The council backdates entitlements upon verification, so bring your concession card history when you apply.

Blue Mountains City Council

Blue Mountains offers an additional $60 voluntary concession on domestic waste charges. The $425 combined statutory maximum applies where a council directly supplies and charges for water and sewerage; Blue Mountains also has Sydney Water service areas, where utility rebates are claimed separately.

If your property falls within the Sydney Water service area for water supply, those water rebates go through Sydney Water separately.

Penrith City Council

Penrith provides the statutory $250 plus a voluntary rebate covering the full local stormwater management charge — $25 for a standalone house, $12.50 for a strata unit. It is a smaller top-up, but every dollar matters when rates bills run over $2,000. Apply through Penrith's customer service centre or online portal.

Campbelltown City Council

Campbelltown applies the Section 575 mandatory concession and processes applications through its standard pensioner form. Check with Campbelltown's revenue department whether additional voluntary rebates apply in the current rating year, as these can change annually when council adopts its operational plan.

Other Councils Worth Checking

Sutherland Shire Council offers a voluntary supplementary rebate of $105 per year if you have been a ratepayer in the Shire for at least three consecutive years, bringing your total ordinary-rates relief to $355.

Narromine Shire Council, in western NSW, combines statutory and local concessions for a total pension rebate of up to $425 on rates and local service charges — the theoretical maximum under the Act.

Hawkesbury, Yass Valley, Queanbeyan-Palerang, and Dubbo all process standard Section 575 claims. Regional councils that supply their own water and sewerage infrastructure give you the advantage of a single combined claim covering all charges on one rates notice.

How to Find Your Council's Exact Policy

Check your council's website, including its annual Operational Plan, for Revenue and Hardship Policy details. Search for "pensioner concession" or "Section 582" to see whether your LGA offers voluntary top-ups and what the eligibility conditions are.

The NSW Pensioner Rates Rebate Claim Guide walks you through the application for any council in the state, including how to claim the voluntary component where it exists and how to backdate if your council allows it.
