Northumberland Council Tax Reduction Change of Circumstances: The 21-Day Rule
The 21-Day Obligation
If you receive council tax support in Northumberland, you have a statutory obligation to notify the council in writing within 21 days of any change in your household or financial circumstances. This is not guidance — it is a legal requirement, and the consequences of missing the deadline range from losing your award to criminal prosecution.
What You Must Report
The council requires notification of:
- Income changes: Variations in earned wages, self-employed profits, or private pension income. For zero-hours contract workers or seasonal employees in rural Northumberland, this can mean frequent reporting as hours fluctuate.
- Benefit changes: Starting, stopping, or any alteration to state benefits — including changes to your Universal Credit award, PIP, DLA, ESA, or Carer's Allowance.
- Savings reaching £8,000: Any change in capital that takes your total to £8,000 or more, the working-age ceiling. This includes redundancy payments, inheritance, back-payments of benefits, or insurance payouts.
- Household changes: Someone moving into or out of your property, the birth of a child, a relationship beginning or ending, or a non-dependant joining or leaving the household.
- Address changes: Moving to a new property or changes in your tenancy liability.
Telling DWP Is Not Enough
Updating your details with the Department for Work and Pensions does not fulfil your obligation to Northumberland County Council. The council receives some DWP data through electronic feeds, but the duty to notify it sits with you. Notify the council directly rather than relying on a DWP data transfer.

How to Report
Report changes in writing through the council's online portal or by post to the Revenues and Benefits section at County Hall, Morpeth, NE61 2EF. You can call 0345 600 6400 for guidance, but follow up any phone conversation in writing. Keep a record of the date, method, reference number, and exactly what you reported.
The scheme requires written notification, so a phone conversation alone may not meet the reporting requirement. Written confirmation creates an audit trail.
What Happens If You Report Late
When a change is reported late or applied retrospectively, and the result is a lower discount band or total loss of entitlement, the council applies an "excess reduction." This is not a Housing Benefit overpayment — it works differently. The council reverses the credit on your council tax account, which increases your outstanding bill retrospectively. You receive a revised demand notice requiring payment of the difference.
Regulation 13 of the Council Tax Reduction Schemes (Detection of Fraud and Enforcement) (England) Regulations 2013 allows a £70 penalty where a failure to promptly report, without reasonable excuse, results in an excess reduction. A knowing failure to report an entitlement-affecting change can be prosecuted under regulation 8. Notice is prompt if given within 21 days or, if later, as soon as reasonably practicable.
How the Banded Scheme Helps
One upside of the 2026/27 income-banded scheme is that small income fluctuations within a band do not change your discount. Under the old means-tested calculation, every pound of UC variation triggered a recalculation. Now, your discount stays the same unless your income crosses a band boundary. This reduces the number of times your discount changes, but it does not eliminate the obligation — report every relevant change within 21 days, even if it leaves you in the same band.
Keeping a Paper Trail
The Northumberland Council Tax Reduction guide includes a 21-day change notification tracker — a structured log where you record each change, the date you reported it, the method, and any acknowledgement from the council. If a dispute arises months later about whether you reported on time, that log is your evidence.
