Newcastle Council Tax Reduction and Disability: PIP, DLA, and Pension-Age Rules

How Disability Benefits Affect Your Council Tax Support Calculation

Newcastle City Council fully disregards several disability-related benefits when calculating your income for Council Tax Support. This is not optional or discretionary — it is written into the scheme rules. The following payments are completely excluded from your assessed weekly income:

  • Personal Independence Payment (PIP) — both the daily living and mobility components
  • Disability Living Allowance (DLA) — both the care and mobility components
  • Armed Forces Independence Payment (AFIP)
  • Armed Forces Compensation Scheme payments
  • War Disablement Pensions and War Widow's Pensions

What this means in practice: if your only income is PIP plus a small amount of Universal Credit, the PIP is stripped out before Newcastle assesses your income band. Your assessed income drops significantly, often placing you in Band 1 (100% discount) or Band 2 (90%).

Non-Dependant Deduction Exemptions

Normally, if a working adult aged 18 or over lives in your household (an adult child, a sibling, a lodger), Newcastle deducts £4.50 per week from your Council Tax Support award — a "non-dependant deduction" reflecting their expected contribution to the household bill.

But this deduction is waived entirely if you or your partner receive:

  • DLA care component (any rate)
  • PIP daily living component (any rate)
  • Armed Forces Independence Payment

So if you receive PIP daily living and your 22-year-old working child lives with you, their presence does not reduce your Council Tax Support at all. Without PIP, their presence would cost you £4.50 per week — roughly £234 over a full year.

Pension-Age Council Tax Support

Applicants in the pension-age group are assessed under the national prescribed scheme rather than Newcastle's local working-age rules. The qualifying age is linked to Pension Credit; mixed-age couples receiving Universal Credit are assessed under the working-age scheme. The differences are significant:

Feature Working-Age Scheme Pension-Age Scheme
Capital limit £6,000 hard cut-off £16,000 with tariff
Tariff income None — below £6,000 is ignored £1/week per £250 over £10,000
Maximum discount 100% (Band 1) 100%
Income assessment 5-band grid Means-tested taper

The pension-age scheme is more generous on capital. You can hold up to £16,000 in savings before losing eligibility entirely, and savings between £10,000 and £16,000 add only a small tariff income (£1 per week for every £250) to your calculation.

PIP and DLA remain fully disregarded under the pension-age scheme as well. Pension Credit recipients are generally passported to full council tax reduction.

Mixed-age couples — where one partner has reached pension age and the other has not — are assessed under the working-age scheme if they receive Universal Credit. This means the stricter £6,000 capital limit applies.

Disabled Band Reduction

Completely separate from Council Tax Support, the Disabled Band Reduction is a national statutory provision for properties that have been adapted for a disabled resident. If your home includes essential features like:

  • An additional room used mainly by the disabled person
  • A second bathroom or kitchen needed because of the disability
  • Enough internal floor space for wheelchair use

Then the property is billed at one band lower than its actual valuation. A Band C property drops to Band B charges. A Band A property (the lowest) is billed at a rate one-sixth below the standard Band A charge.

You apply for this separately through Newcastle City Council's discounts and exemptions team — it is not part of the Council Tax Support application.

Severe Mental Impairment Disregard

If a resident in your household has a severe mental impairment — a permanent condition affecting intelligence and social functioning, certified by a registered medical practitioner, and they receive a qualifying benefit (PIP daily living, Attendance Allowance, or the highest rate DLA care) — that person is "disregarded" for council tax purposes.

If they are the sole occupant, the property is 100% exempt. If they live with one other liable adult, the property qualifies for a 25% Single Person Discount because the disregarded person does not count as an occupant.

This stacks with Council Tax Support. The gross bill is reduced first by any exemption or discount, and the CTS percentage is then applied to the remaining net liability.

How to Claim

Apply for Council Tax Support through Newcastle City Council's online portal. You will need:

  • Your 12-digit Council Tax reference number
  • PIP or DLA award letters showing the components and rates you receive
  • Proof of any other income (UC statement, wage slips)
  • If claiming the Disabled Band Reduction, a description of the property adaptations

The full Newcastle Council Tax Reduction guide covers the disability protections in detail, with worked calculations showing how PIP and DLA interact with each income band.
