Lone Pensioner Allowance Northern Ireland: How to Apply
If you're 70 or over and living alone in Northern Ireland, you could be paying 20% more in domestic rates than you need to. The Lone Pensioner Allowance cuts your annual rates bill by a fifth — and unlike Rate Rebate, it doesn't matter how much you have in savings or what pension you receive.
The catch is that LPS won't apply it automatically. You have to claim it yourself.
Who Qualifies for the 20% Discount
Three conditions, all non-negotiable:
- Age 70 or over. If you turn 70 partway through the rating year (April to March), the discount is calculated from your birthday onwards — pro-rata, not rounded.
- You are the ratepayer. Either an owner-occupier paying rates directly to LPS, or a tenant whose rates are included in the tenancy arrangement.
- You live alone. This is the one that trips people up. Certain people don't count — more on that in a moment — but any other adult living in your home disqualifies you, regardless of whether they contribute financially.
People who don't count toward the "living alone" test include a non-spouse carer providing more than 35 hours of care per week, anyone under 18 or still receiving Child Benefit, a household member certified as having a severe mental impairment (including a spouse with dementia), and a person receiving full-time care from the ratepayer if they are not the ratepayer's spouse or cohabiting partner. If you're unsure whether your household arrangement qualifies, we cover the full disregard rules in our guide to who counts as living with you.
Two Application Routes: Owner vs Tenant
Northern Ireland splits the process depending on whether you own or rent.
If you own your home, apply directly to Land & Property Services using Form LPA 15.0 (the writable PDF). You can email the completed form to [email protected] or post it to LPS at Lanyon Plaza, 7 Lanyon Place, Belfast BT1 3LP.
If you rent — whether from the Housing Executive, a housing association, or a private landlord — apply through the Northern Ireland Housing Executive (NIHE) instead. You can call NIHE on 03448 920 902 to request a form or apply over the phone.
The discount still comes off your rates bill either way. The only difference is which office processes the application.
What Evidence You Need
LPS and NIHE won't approve an application without documentation. Have these ready before you start:
- National Insurance number (mandatory on the form)
- Proof of age — birth certificate, passport, State Pension award letter, or Winter Fuel Payment statement
- Rate account details — your LPS Occupancy ID, Ratepayer ID, and Rate Account ID (all printed on your annual rates bill)
- Tenancy agreement (tenants only)
If someone in your household is disregarded under the carer exception, supporting evidence can include a Carer's Allowance award letter, a formal social services care assessment, or a signed medical declaration confirming the care hours. For the SMI exception, provide formal medical certification from a registered medical practitioner.

Processing Time and Backdating
LPS targets 15 to 30 working days, though backlogs can stretch this during the April–May billing period.
The good news on backdating: the discount is backdated to 1 April of the current rating year or the date you met all qualifying conditions, whichever is later (for example, your 70th birthday or the date a co-resident moved out). You don't lose out for applying mid-year, but you do need to apply within the current rating year to be safe.
If you think entitlement began in an earlier rating year, contact LPS or NIHE to ask whether your circumstances can be considered; do not assume an earlier-year credit will be granted.
What Happens After Approval
Once approved, the 20% discount is applied to your rates account. If you've already paid more than the revised liability, ask LPS how any resulting credit will be handled.
LPA isn't permanent in the sense that LPS can check your circumstances. If another adult moves in who doesn't fall under a disregard, you're required to notify LPS — continuing to claim when you're not entitled can lead to repayment demands and, in serious cases, prosecution.
