Disabled Persons Allowance Northern Ireland: How to Apply
The Disabled Persons Allowance knocks 25% off your Northern Ireland domestic rates bill — more than the Lone Pensioner Allowance and with no income or savings test. But the application process is more involved than most people expect, because LPS doesn't just assess you. They assess your property.
Getting it wrong on the first attempt means starting over, and the months between rejection and resubmission are months you're paying full rates.
What DPA Actually Requires
Two things must be true at the same time:
A person with a disability lives in the property. Under the Rates (NI) Order 1977, Article 31A, this means someone substantially and permanently disabled — by illness, injury, or congenital condition — or with a mental disorder. Receiving PIP, DLA, or Attendance Allowance is strong supporting evidence, but benefit receipt alone doesn't automatically qualify you.
The property has specific physical adaptations. This is where most applications fail. LPS is looking for one of three things: a room (other than a kitchen, bathroom, or toilet) used mainly for treatment, therapy, or meeting disability-specific needs; an additional bathroom, kitchen, or toilet installed for the disabled person; or sufficient floor space inside the home for wheelchair use.
Standard mobility aids — grab rails, ramps, stairlifts, widened doorways — don't qualify on their own. The Court of Appeal confirmed this in Department of Finance v Mary Quinn [2019] NICA 41.
How to Apply: Step by Step
Step 1: Get Form DPA 16.0 from the LPS section of nidirect.gov.uk. It's a writable PDF — you can fill it on screen and email it, or print and post it.
Step 2: Complete the property section carefully. The form asks you to describe the qualifying facility in detail. Don't write "we have a wet room" — describe it as an additional bathroom installed specifically for the disabled person's needs. Precise language matters.
Step 3: Gather your evidence. You'll need:
- PIP, DLA, or Attendance Allowance award notice, or a formal medical certificate
- An occupational therapist report describing the adaptation and why it's essential
- Floor plans or internal photographs showing the qualifying facility
- Building control completion certificates (if a new room or bathroom was added)
Step 4: Submit to LPS. Email the form and evidence to the Application-Based Rate Relief Team, or post it to your nearest LPS Regional Valuation Office (Belfast, Ballymena, Craigavon, Londonderry, or Omagh). Unlike LPA, there's no separate NIHE route for tenants — everyone applies to LPS for DPA.
The Inspection
LPS may send a technical officer to physically inspect your property. They're checking that the adaptation exists, measures up, and is actually being used for the purpose stated. A therapy room that's been converted back into a spare bedroom won't pass. Internal photographs help, but the in-person visit is at LPS's discretion.

Processing and Backdating
Target processing time is 15 to 30 working days, though complex cases with property inspections take longer.
DPA entitlement begins when the qualifying adaptation is completed and the disabled person occupies the property. If both conditions were met from the start of the rating year, approval can be backdated to 1 April; if they were first met later — for example, when an adaptation was completed in September — entitlement starts from that later date. Apply promptly; backdating for earlier rating years is discretionary.
LPS has discretion to backdate further if you can demonstrate it was unreasonable to expect an earlier claim.
When the Disabled Person Leaves
DPA is tied to both the person and the property. If the disabled person moves out, enters permanent residential care, or passes away, the allowance ends immediately and you must notify LPS. If the adaptation is removed or stops being used for its original purpose, the allowance also stops.
